Infrastructure governance

Network of Senior Infrastructure and PPP Officials (“SIP Network”)

 

The Network of Senior Infrastructure and PPP Officials (“SIP Network”), composed of high level officials dealing with infrastructure governance and Public-Private Partnership (PPP) issues, supports the OECD Public Governance Committee and the OECD Senior Budget Officials Committee in refining the shared international understanding of infrastructure governance. Officials in the SIP Network represent ministries of infrastructure and planning, ministries of finance, centre of governments, and infrastructure commissions and banks.

 

Working Methods

In order to achieve this objective, the SIP:

  • Develops and promotes good practices in the design, operation and modernisation of national infrastructure systems;
  • Fosters structured dialogue between public officials, private sector participants and relevant international bodies with a view to identifying the key issues facing decision-makers and building a shared understanding of what is needed for balanced, sustainable development of infrastructure projects and markets;
  • Conducts country-specific reviews and sector-specific analysis aimed at promoting quality, value-for-money and sustainability in the development of infrastructure and PPP programs and frameworks.

 

Relevant OECD Instruments
The OECD Recommendation on the Governance of Infrastructure was developed under the expertise of the SIP Network and based on the long-standing evidence-based work carried out by the OECD on infrastructure governance. The best practices and standards found in the Recommendation have been widely recognised by national governments and other international organisations as a comprehensive framework for infrastructure governance. This tool has also been used as a reference to provide tailored policy recommendations in both OECD members and non-members alike. Cover- Infrastructure Governance Recommendation
The OECD Recommendation on Principles for Public Governance of Public-Private Partnerships provides concrete guidance to policy makers on how to make sure that Public-Private Partnerships (PPP) represent value for money for the public sector. The Recommendation sets out specific measures to promote fruitful interaction between the public and private sector, prudent budgetary practices and procedures, and sound regulatory practices based on a whole of government approach. The policy recommendations set out in the Recommendation have been widely applied and relied on in both OECD members and non-members alike.  

 

Policy Dialogue and Tools
  • The SIP Network’s annual meetings provide unique opportunities to exchange experience and knowledge between policy makers to improve the governance of infrastructure across countries. Since its creation, the SIP Network has held 14 annual meetings. The 15th Annual Meeting of the SIP Network will take place on 10 October 2022. The SIP Network also hosts the OECD Infrastructure Forum, the OECD’s premier public multi-stakeholder infrastructure platform that provides an opportunity to share new thinking, insights and evidence bringing together decision-makers from the public and private sectors, centres of governments, ministries of finance, procurement agencies, regulators, sub-national governments, financial institutions and institutional investors. The Forum is aimed at contributing to the strategic direction of current and upcoming infrastructure investment to address global challenges and to pave the way for a green and sustainable future. The 2022 OECD Infrastructure Forum will take place on 11-12 October.
  • The OECD Infrastructure Governance Indicators (IGIs) and the OECD Infrastructure Governance Toolkit have been developed in consultation and collaboration with the SIP Network to support and monitor the implementation of the OECD Recommendation on the Governance of Infrastructure. These tools are aimed at helping countries assess their current stage of development in ‌infrastructure governance and identify the areas that may require more attention. Furthermore, by addressing important cross-cutting themes such as green, gender and InfraTech, the IGIs and the Toolkit advance the SIP Network’s efforts in promoting sustainable, resilient and inclusive infrastructure.
