Kazakhstan: Agri-business, ICT and investment policy and promotion meetings

 

28-30 September 2011- Astana, Kazhakstan

 

Government officials of the Republic of Kazakhstan and private sector representatives agreed on implementation steps to help boost the competitiveness of agri-business, ICT and investment policy and promotion in Kazakhstan. These decisions were taken with the support of the OECD Eurasia Competitiveness Programme in three meetings held between 28-30 September 2011.


These meetings form part of the implementation phase of the OECD Sector Competitiveness Strategy project, co-funded by the European Union.

 The Agri-business Working Group, chaired by Deputy Minister Umiryaev, reviewed and validated an implementation roadmap and recommendations to improve access to finance for agri-business. These measures will be implemented in 2012. Other agri-business policy areas to be examined next year will include producers’ organisation and extension programmes.

 The ICT Working Group was chaired by Deputy Minister Sarsenov and discussed progress on the launch of a business linkage programme and other policies to enhance human capital in the IT sector. This working group also focused on Vocational Education and Training (VET) with presentations from Ms. Manassova of JSC “Kasiskor” and Ms. Höckel of the OECD Directorate for Education. Working Group members agreed to launch a pilot Business Linkage Programme early in 2012.

 The Investment Policy and Promotion Working Group was chaired by Mr. Serikov, Chairman of the Committee on Investments of the Ministry of Industry and Trade. This working group reviewed progress on attracting modern international retail to the country and on the OECD Investment Policy Review of Kazakhstan. Participants agreed to refine the investment promotion approach used for retail investor and to extend it to other sectors. The Working Group agreed to pursue its efforts to finalise the OECD Investment Policy Review of Kazakhstan. Ambassador Einik of the International Science and Technology Centre shared his experience on bringing innovation to the market in the CIS.

 The project’s Steering Committee met under the chairmanship of Deputy Prime Minister Issekeshev. The Steering Committee validated the decisions of the Working Groups and urged participants to continue their fruitful collaboration.
