The international fragmentation of production in global value chains (GVCs) challenges the way we look at the global economy. It is essential to understand how GVCs are transforming, how they affect productivity and for whom, and how policy can help countries derive the potential productivity benefits from participation in GVCs.

The 2017 Conference of the Global Forum on Productivity brought together Ministers, senior policy-makers, experts and academics to address some of the leading questions related to the theme of “openness, global value chains, and productivity-enhancing policies”.  Over 180 participants from 36 countries were represented. This included 30 OECD member countries, one accession country (Costa Rica) and Brazil, Russian Federation, Barbados, Romania and United Arab Emirates among non-OECD G20 countries.  The conference encompassed discussion on several topics:

  • What have been the effects of integrating GVCs in terms of productivity?
  • What are the productivity consequences of the changing structure of GVCs?
  • What policy actions help to improve the productivity spillovers to domestic firms?
  • How do changes in globalisation, digitisation and regional integration impact the supply chains, and how should policymakers react?
  • How to make sure that the productivity gains from participation in global networks are widely distributed across the economy?
  • What is the experience of productivity-enhancing institutions in addressing the challenges raised by the expansion of GVCs?
