2030 Agenda and Development
The OECD has been an active member of the G20 Development Working Group (DWG) since its establishment in 2010. That year, the OECD provided analytical support to G20 member countries in order to design the G20 Multi-Year Action Plan (MYAP) on Development adopted at the Seoul Summit.
Under the Chinese Presidency, the OECD supported DWG efforts in refocusing the G20 development agenda towards and aligning it closely with the Sustainable Development Agenda 2030, which led to the adoption by G20 Leaders of the G20 Action Plan on the 2030 Agenda for Sustainable Development in 2016. Since then, it has supported the G20 efforts to implement the action plan under the German, Argentinian, Japanese and Saudi Presidencies.
The G20 Action Plan on the 2030 Agenda for Sustainable Development
Under the German Presidency, the OECD actively supported the implementation of the Action Plan by contributing to the finalisation of the ‘Hamburg Update: Taking forward the G20 Action Plan on the 2030 Agenda for Sustainable Development’ together with the UNDP and by supporting the drafting of the Accountability Report. The Hamburg Update was a first step towards putting the G20 Action Plan into practice and making the collective and concrete G20 actions more visible. Since, the G20 produces yearly such updates (Buenos Aires, Osaka, and Riyadh, upcoming: Rome).
The OECD and UNDP co-organise yearly G20 Development Workshops to help G20 Members take stock of 2030 advancement and discuss upcoming DWG agendas with a view to identify further actions.
Italy is prioritizing: 1. financing for sustainable development (FSD), further developing the Saudi Presidency initiative in this area, supported by OECD work on FSD mobilization, alignment and impact; and 2. Territorial development and the localization of SDGs, supported by the OECD and UN-Habitat. For the first time in the G20, Italy will organize a joint session of the Foreign Affairs and Development Ministers and a dedicated Development Ministerial, which will be supported by OECD work.

Inclusive Businesses and Sustainable Habitat
The OECD contributed its analysis and policy recommendations to the priorities of the Argentinian G20 Presidency on the potential role of public procurement as a source of growth for inclusive businesses. It has also supported the efforts to promote sustainable habitat, building on the OECD’s extensive work on regional development policies. This workstream has been further developed by the following G20 Presidencies, including Saudi Arabia with Guidelines on Quality Infrastructure for Regional Connectivity. Italy will expand this further under its territorial development priority.
Compact with Africa
The OECD is supporting the G20 Africa Partnership, launched by the German Presidency in 2017, as a partner institution of the G20 Compact with Africa.
The Compact with Africa is an initiative of the G20 Finance Track to promote private investment in the African continent, which aims at creating a favorable business environment by improving the macroeconomic, business and financing frameworks for private investment. The OECD is a member of the Africa Advisory Group, which supports the G20 in the steering of this initiative, and contributes to reforms at the country level in areas such as the policy frameworks for investment, domestic resource mobilisation and tax co-operation, or the role of institutional investors for long term investment in Africa. Italy is also placing a strong focus on Africa as well as on food security.
Empowering Girls, Women and Youth in Developing Countries
The OECD supported the G20 development agenda on gender, by contributing to the G20 #eSkills4Girls initiative – together with the G20 members, UNESCO, UN Women and ITU – and the dissemination of information and knowledge as well as policy recommendations, good practices and flagship projects on gender digital equality.
The OECD also contributed to policy dialogue and the development of the G20 Initiative for Rural Youth Employment, which was endorsed by Leaders in Hamburg in 2017.
