Workshop on competition assessment in Regulatory Impact Analysis (RIA)

 

Mexico, 24-25 September 2013

On 16 November 2012, the RIA Manual used in Mexico was modified to introduce two additional types of RIAs: High-impact RIA with competition impact analysis and moderate-impact RIA with competition impact analysis. In the same spirit of aligning RIA evaluation to OECD best practice, Mexico’s government decided to include a specific section in the RIA requirements to assess the effects on competition of new draft regulations.

A workshop was organised to train federal officials from ministries and agencies responsible for drafting RIAs when regulations may have significant impacts on the competitive structure of markets. RIA is probably the most important tool used by OECD countries to control the quality of the flow of regulations.

 

HIGHLIHTS OF THE WORKSHOP:

 

  • Signing of a collaboration agreement between Comisión Federal de Competencia Económica, CFCE and COFEMER to embed competition assessment in the framework of RIA to ensure that the regulatory flow favours competition in markets and advances productivity. 
  •  Presentation and discussion of the framework for competition impact analysis used in the OECD Competition Assessment Toolkit, and main concepts to understand economic competition. Instituto Federal de Telecomunicaciones, IFT participated in the opening ceremony.
  • Concepts and lessons learned were put in practice through exercises and case studies.
