Increasing competitiveness in key sectors could help Ukraine attract foreign investment, boost job creation and improve long-term growth prospects.
How the OECD contributesA first phase of the project (2009-2011) assessed and identified three sectors for economic growth - agribusiness, alternative energy sources, and transport equipment manufacturing -- to be used as pilots to further attract investments. A second phase (2012) of the project addressed sector-specific policy barriers to the development of those three sectors. Tailored recommendations on how to overcome those barriers were summarised in four policy handbooks, one for each of the key policy areas. A third phase of the project (2013-2015) supported the transfer of OECD know-how and methodologies to Ukrainian policy makers and government representatives in order to remove barriers to the effective implementation of previous OECD recommendations making use of OECD instruments and pilot projects. The project contributed to building a sustainable policy reform mechanism in Ukraine for private sector competitiveness. Meetings and seminars
Four Working Groups corresponding to each work stream were created to support implementation of the project. Working group members are comprised of representatives the Ukrainian government, international donors, business community, academia, practitioners and OECD. Meetings of the working groups take place in Ukraine, and provide platforms to discuss policy-based issues specific to each sector. Capacity-building is carried out throughout the project and is embedded in the projects’ activities. Experts and peers from OECD countries are invited to participate in meetings and study visits in order to share their approaches with Ukrainian stakeholders and to exchange know-how based on first-hand experience. In addition, specific workshops are organised focusing on the design and implementation of the sectoral recommendations. These events offer a platform for exchange of know-how and discussion of case studies from OECD member countries among the participants -- which include, in addition to government representatives, the business community, civil society and others. |
