    Financer l’extension de l’assurance sociale aux travailleurs de l’économie informelle à l’aide des transferts de fonds

    L'emploi informel, défini par l'absence de protection sociale basée sur l'emploi, constitue la majeure partie de l'emploi dans les pays en développement, et entraîne un niveau de vulnérabilité à la pauvreté et à d'autres risques qui sont supportés par tous ceux qui dépendent des revenus du travail informel. Les résultats de la base de données des Indicateurs clés de l’informalité en fonction des individus et leurs ménages (KIIbIH) montrent qu'un nombre disproportionné de travailleurs de l'économie informelle de la classe moyenne reçoivent des transferts de fonds. Ces résultats confirment que les stratégies de gestion des risques, telles que la migration, jouent un rôle dans la minimisation des risques potentiels du travail informel pour les ménages informels de la classe moyenne qui peuvent ne pas être éligibles à l'aide sociale. Ils suggèrent en outre que les travailleurs informels de classe moyenne peuvent avoir une demande solvable d'assurance sociale, de sorte que, si des régimes d'assurance sociale adaptés aux besoins des travailleurs informels leur étaient accessibles, les transferts de fonds pourraient potentiellement être canalisés pour financer l'extension de l'assurance sociale à l'économie informelle.

    Intégration régionale dans l’Union pour la Méditerranée - Rapport d'étape

    Intégration régionale dans l’Union pour la Méditerranée : Rapport d’étape analyse les grandes tendances et l’évolution de l’intégration dans la région euro-méditerranéenne. Le rapport examine cinq domaines d’intégration régionale, à savoir l’intégration commerciale, l’intégration financière, l’intégration des infrastructures, la mobilité des personnes, ainsi que la recherche et l’enseignement supérieur. Le rapport présente une analyse originale des modèles et des défis de l’intégration dans la région euro-méditerranéenne, qui met en évidence l’interdépendance des domaines examinés – par exemple, comment accroître le commerce régional sans une connectivité des transports abordable ? Le rapport apporte un nouvel éclairage basé sur l’analyse temporelle d’indicateurs de performances quantitatifs et qualitatifs spécifiques. Près de 100 graphiques et tableaux présentent les données de 42 pays membres de l’Union pour la Méditerranée et, le cas échéant, des pays partenaires de la région. Le rapport fournit des points clés à retenir et des recommandations stratégiques visant à favoriser l’intégration régionale dans chacun des cinq domaines.

    Safe pathways for refugees: OECD-UNHCR Study on Third-country solutions for Refugees, 2021

    This joint study carried out by the OECD and UNHCR presents an overview of safe admission pathways used by persons of concern to UNHCR across specific population groups over the decade prior to the Covid crisis (2010-2019). The report shows an encouraging trend: over 1.5 million individuals arrived in OECD countries in the period, and the targets set in the Three-year Strategy for 2019 were met.

    EMN-OECD Umbrella Inform - The Impact of Covid-19 in the migration area in EU and OECD countries

    Between July 2020 and January 2021, the EMN, the OECD and the KCMD published a series of five EMN OECD Informs on the impact of COVID-19 on migration. This Umbrella Inform provides an update on these impacts as at 31 December 2020, closes earlier information gaps, summarises and analyses the key findings across the earlier Informs, and identifies the main challenges and learning points in responding to the pandemic at national level.

    The OECD series Making Integration Work summarises, in a non-technical way, the main issues surrounding the integration of immigrants and their children into their host countries. Each volume presents concrete policy lessons for its theme, along with supporting examples of good practices and comparisons of the migrant integration policy frameworks in different OECD countries. This fifth volume explores the issue of language learning for adult migrants, addressing methods to ensure such training is provided in an efficient and effective way, taking into account migrants’ different starting points and circumstances.

In response to the COVID-19 pandemic, the publication also focuses on the pandemic impacts on labor mobility.

    This report analyzes the labor migration trends in Asia and puts them in the context of economic and policy developments and the changes wrought by the coronavirus disease (COVID-19) pandemic. It examines the policy settings in the major origin and destination countries of labor migrants and the medium- and long-term factors that will shape the future of labor migration in Asia. It further provides important recommendations for building back better in a post-pandemic world. This analysis draws partly on discussions that took place at the '10th ADBI-OECD-ILO Roundtable on Labor Migration: Future of Labor Migration in Asia: Challenges and Opportunities in the Next Decade,' held in Bangkok, Thailand, in February 2020, an annual event co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization that brings together regional experts and policy makers. In response to the COVID-19 pandemic, the publication focuses on the pandemic’s impacts on labor mobility. The report offers up-to-date comparative statistics on labor migration flows, including evidence on the impacts of COVID-19 on flows and remittances. Two statistical annexes offer detailed country fact sheets and coverage of intra-Asia and cross-regional migration flows. The report also includes discussions on the future of labor migration in the aftermath of the pandemic and the role of technology and digitalization in labor mobility and its management.
