    Enhancing the impact of Italy’s start-up visa - What can be learnt from international practice?

    Italy’s start-up visa aims to make the national start-up ecosystem more easily accessible to foreign talent, rich with knowledge and skills, and more integrated into global markets. Government reports show that the programme has not yet achieved a critical scale. The analysis of similar initiatives in Chile, France, Ireland and Portugal identifies five gateways for attracting more foreign entrepreneurs, such as an effective policy outreach, smooth inter-institutional co-operation across the migratory process, and the provision of sound support services for a 'soft landing' of entrepreneurs upon arrival. These takeaways may also inform new talent attraction policies targeting remote workers, an expanding group in the context of the ongoing COVID-19 pandemic.

    Working Together for Local Integration of Migrants and Refugees in Paris

    Of the requests for asylum in France made in 2016, more than 10 000 applications were made by people in Paris and were made in the context of a rising number of refugees and asylum seekers since 2015. This increase has stirred a debate in France around its 'universal' migrant integration model, which aspires to equal treatment for all and for which the main tool has been 'Integration Contract' for migrants. At all levels of government, measures are now being designed for 'reinforced' support for migrants, helping them to better integrate socially and to better access the  job market; these measures are tailored for all persons with a residency permit, in particular for refugees. This case study examines the City of Paris and its ambitions to successfully integrate its new inhabitants. The municipality sets aside dedicated resources for this and actively involves French citizens in implementing activities to foster social cohesion. The city is still attracting new migrants while socio-economic disparities and segregation remain marked in Paris and its region, in a context of limited emergency accommodation facilities for migrants and a tight housing market. More can be done to improve coherence across levels of government and among partners, in order to prevent fragmented service delivery and to improve how the impact of integration programmes is measured.

    Le recrutement des travailleurs immigrés: France 2017

    Cette étude a pour objectif d’analyser les politiques publiques françaises en matière de recrutement de main-d’oeuvre immigrée depuis l’étranger et d'évaluer dans quelle mesure la migration économique répond aux besoins du marché du travail. L'immigration professionnelle étant de faible ampleur en France, une attention particulière est également portée aux changements de statut, notamment d’anciens étudiants, ainsi qu'aux régularisations pour motif économique, dont la persistance pourrait témoigner de besoins de main-d'oeuvre non satisfaits. Le fonctionnement des dispositifs actuels d'immigration professionnelle en France – permanente, temporaire et saisonnière – est examiné, en particulier l'efficacité des tests du marché du travail et des listes de métiers en tension. Le nouveau dispositif pour l'immigration qualifiée, le passeport talent, est également analysé pour évaluer sa capacité à remédier aux écueils légaux et opérationels identifiés dans l'étude et à renforcer l'attractivité de la France pour les talents étrangers.

    Après deux années de déclin, l’immigration permanente vers la France, en dehors des ressortissants de l’EEE et de la Suisse, a augmenté en 2012 pour atteindre 163 000 entrées (soit une progression annuelle de 6 % et le niveau le plus élevé depuis 2006).
