    Financing Growth and Turning Data into Business - Helping SMEs Scale Up

    Small and medium-sized enterprises (SMEs) that scale up have long raised policy interest for their extraordinary potential in terms of job creation, innovation, competitiveness and economic growth. Yet, little is known about which firms could effectively become scalers, and what policies could effectively promote SME growth. This report is part of a series aiming to help policy makers unleash scalers’ potential. Building on new evidence from microdata work, it rethinks the nature and scope of scale up policies, suggesting the need for a broader and more cross cutting approach. The report then explores two thematic areas that are relevant for SME scaling up, i.e. SME data governance and their access to ‘scale up’ finance. Based on an international mapping of 369 institutions and 1174 policy initiatives across OECD countries, the analysis shows that SME and entrepreneurship policy is not among the core mandates of many implementing institutions, calling for sound coordination across the board and further mainstreaming of SME growth considerations in both policy areas. Moreover, national policy mixes vary significantly across countries, reflecting different approaches to promoting SME growth and to SME targeting, but also revealing possible policy blind spots.

    Good practice principles for ethical behavioural science in public policy

    For the past decade, behavioural science has been influencing public policy by applying principles of psychology, cognitive and social sciences, neuroscience and economics, to put individuals at the forefront of policy goals, and with an accurate rather than imagined understanding of human behaviour. Like any policy-making tool, the use of behavioural insights must be subject to ethical considerations that can arise at any point from scoping to policy scaling. This good practice guide offers practitioners and policy makers step-by-step guidance to prompt deliberations into how to use behavioural science ethically for public policy. It is designed to be a practical resource to promote the responsible use of behavioural science in the public sector.

    OECD Reviews of Innovation Policy: Germany 2022 - Building Agility for Successful Transitions

    The COVID-19 pandemic and the Ukraine war have revealed vulnerabilities in Germany’s economic model: undiversified energy supply, an over-reliance on fossil fuels, delayed digitalisation and disruptable supply chains. Digital technologies may significantly disrupt manufacturing industries Germany has dominated for decades, threatening future competitiveness. The green transition also requires significant industrial transformations. Germany can call upon one of the world’s most advanced innovation systems in dealing with these challenges, but a new more agile and experimental approach to STI policy is needed. This Review outlines how to develop such an approach and what STI policies need to focus on: create markets for future innovations, more significant and more risk-tolerant finance for innovation, inter-disciplinary knowledge exchange, improved data infrastructure and capabilities. Given the internationally shared challenges of dealing with transitions, the insights presented in the review will be of interest to policymakers, stakeholders and analysts from Germany and across the OECD.

    Innovative and Entrepreneurial Universities in Latin America

    The review examines how higher education institutions are supporting innovation and entrepreneurship in their surrounding communities. The study focuses on eleven universities located in six countries in Latin America: Chile, Colombia, Mexico, Brazil, Argentina and Uruguay. The study finds that selected institutions are actively supporting entrepreneurs (university students, but also local entrepreneurs) through courses, incubation and acceleration activities. It also shows that universities are actively engaging with external stakeholders in their surrounding communities, to spur innovation through joint-research, organisation of events (such as festivals, competition). It finds that that while COVID-19 pandemic brought about some challenges, universities managed to stay afloat and keep a steady stream of support to entrepreneurs and partners. The review also illustrates the challenges that universities face when developing these activities (lack of funding, unclear regulation for intellectual property development, etc.) and highlights some opportunities that universities should leverage, particularly in the current context.

As part of a series on supporting to help rural areas thrive, this thematic report provides the latest analysis and research on rural innovation, and proposes ways to overcome the growing gaps between rural and urban places that are contributing to the geographies of discontent. It first explores the multi-facetted innovative practices that are already occurring in rural places, and proposes alternative indicators beyond the traditional science and technology measures to capture them. Then, it identifies policy drivers and bottlenecks to help rural entrepreneurs, firms and people fully mobilise their growth potential. Results and recommendations are drawn from research and fact-finding missions from select OECD member countries.

    Enhancing Innovation in Rural Regions of Switzerland

    In contrast to falling rates in low density peri-urban and rural remote areas, high density peri-urban areas in Switzerland recorded double the rate of labour productivity growth than the national average. This report examines the Swiss regional innovation system and how it can boost productivity growth in rural regions by enhancing innovation. It also puts a special focus on the agri-food sector to improve the agricultural innovation system.

    OECD Guidelines for Citizen Participation Processes

    The OECD Guidelines for Citizen Participation Processes are intended for any public official or public institution interested in carrying out a citizen participation process. The guidelines describe ten steps for designing, planning, implementing and evaluating a citizen participation process, and discuss eight different methods for involving citizens: information and data, open meetings, public consultations, open innovation, citizen science, civic monitoring, participatory budgeting and representative deliberative processes. The guidelines are illustrated with examples as well as practical guidance built on evidence gathered by the OECD. Finally, nine guiding principles are presented to help ensure the quality of these processes.

    Public communication trends after COVID-19 - Innovative practices across the OECD and in four Southeast Asian countries

    Reflecting on the experiences of responding to the COVID-19 pandemic, this OECD working paper illustrates selected international trends that are driving innovation in the practice of public communication across the OECD to make it more inclusive, responsive and compelling. These include advanced uses of 'big data' and analytics to power precise, targeted communication, collaboration with trusted third-party messengers in diverse communities, and the application of behavioural insights (BI) to communication. In turn, these trends can help promote the use of public communication for policy, openness and dialogue. The paper reflects on the implications of these international trends for four countries in Southeast Asia, namely Indonesia, Malaysia, Singapore and Thailand. It looks at local lessons from the pandemic response and identifies avenues for adopting global good practices more widely. The paper focuses on a set of institutional prerequisites, including fostering a culture of innovation in public communication mandates and approaches, ensuring access to specialised skillsets, and strengthening ethical guidance in the use of new technologies and BI.

    Micro-data based insights on trends in business R&D performance and funding - Findings from the OECD microBeRD+ project

    This report presents new insights on trends in business R&D performance and funding, drawing on the micro-aggregated R&D and tax relief statistics collected for 21 OECD countries as part of the OECD microBeRD project. Micro-aggregated statistics provide an important input for policy analysis, highlighting important variations in business R&D performance and funding across industries and different types of firms that are hard to uncover based on aggregate R&D and tax relief statistics. They shed light on country and industry specific trends in the concentration of R&D activity, business R&D dynamics, the structure of R&D performance among different types of firms and the way that they fund their R&D activities. Such evidence can be relevant in assessing the contribution of different types of firms (e.g. young firms, foreign-controlled affiliates) and individuals (e.g. female R&D staff, doctorate holders) to research and development in the business sector and designing business R&D support policies.
