    OECD Development Co-operation Peer Reviews: Greece 2019

    The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Since its last peer review, a severe economic recession brought about significant cuts to Greece’s national budget – including official development assistance. However, Greece has maintained its commitment to development co-operation. In response to the refugee and migration crisis Greece mobilised resources and its population to provide significant support to asylum seekers and refugees, and adapted its domestic policies to create conditions for peaceful co-existence between refugees, asylum seekers and the Greek population. As the economy recovers and Greece considers stepping up its development co-operation, this review recommends a number of steps that the government might take including building a new vision for development co-operation and putting in place the structures and systems to achieve it.

    Integrity in Political Finance in Greece

    Money in politics is a double-edged sword. It is a necessary component of the democratic process, enabling the expression of political support as well as allowing for competition in elections. Yet, if the financing of political parties and election campaigns are not adequately regulated and monitored, money may also be a means for powerful special interests to capture the policy process. This report provides an in-depth analysis of the political finance mechanisms in Greece, drawing on international standards and good practices. It provides concrete guidance on developing a solid legislative framework and an effective oversight mechanism for political finance. Finally, the report suggests ways to improve integrity in the short and medium term.

    Working Together for Local Integration of Migrants and Refugees in Athens

    Migrants, including native-born children with migrant parents, account for 23% of Athens’ population (664 046 people), while the number of refugees and asylum seekers has rapidly increased since 2015 and is currently estimated at 18 000. To respond to the refugee inflow, Athens developed bold and innovative initiatives, often beyond their direct responsibilities, and sought supra-national and non-state sources of funding (i.e. Stavros Niarchos Foundation, British American Tobacco, etc.). This emphasis on reception and integration of newcomers is the result of strong political will and cooperation with non-state actors, in line with the city's broader priorities since 2010 including anti-discrimination and improving equal access to social services. Integrating newcomers through jobs is particularly challenging given the high unemployment rate that Greece has experienced. In addition, newcomers often have the desire to continue their journey towards northern European countries, reducing their incentives to integrate and learn Greek.While identifying various innovative practices, the OECD case study of Athens highlights the need for more reliable sources of financing and dialogue among levels of government. Data on migrant integration at the local level would support more evidence-based national, regional and local policy making.

    Education for a Bright Future in Greece

    After a decade of severe fiscal crisis also impacting education, Greece is looking ahead. Now is the time to invest effectively in education and define a forward-looking path for Greece. Building on the current reform agenda, this report offers an analysis of the context and underlying policy issues that once addressed, can contribute to raising the quality and equity of education in Greece. Drawing on evidence and international experience, the review highlights policy options that can guide and enhance current reform efforts in Greece in four areas: effective governance; policies for school improvement; efficiency, equity and quality of the education system; tertiary education. How can the governance and financing of Greek education be streamlined and improved? How can Greece achieve greater equity in educational provision and student outcomes? How can the Greek - qualified and well engaged - teaching force help promote school improvement? Last but not least, how can higher education help Greece restore prosperity? This report takes a hard look at the above issues, and many others. It will offer precious insights to policy makers and the education community.
