Globalisation is a powerful force that can create large economic gains, but it also exposes economies to shocks that can result in both winners and losers. Increasing attention must be placed on how centralisation and decentralisation of fiscal and other policies can better respond to globalisation, in light of sluggish growth and rising inequality in many countries. | |

The success of multilevel governance reforms has sometimes been uncertain, although evidence is now accumulating. What trends can be observed in the way political, administrative, and fiscal responsibilities are assigned across sub-central governments? How do countries manage shared responsibilities, and asymmetric arrangements? What special challenges exist for countries engaging in new reforms? | |

Public sector productivity has a significant impact on the performance of economies. At the same time, decentralisation of government often results in sub-national governments being responsible for the delivery of key government services. Benchmarking and performance systems can offer central governments an important tool to promote competition and encourage diffusion of best practices. | |

Session 4 | Avoiding "Another Detroit"? Bankruptcy Frameworks at the Sub-National Level |
High indebtedness of sub-national governments can lead to serious perils, including bankruptcy or insolvency. At times, sub-national debt has undermined the provision of essential public services. Infrastructure financing and public investment may be impaired, also damaging long-term growth. Insolvency frameworks can provide rules to resolve unsustainable borrowing in an orderly and prompt way. | |
