    L’importance des compétences - Résultats supplémentaires de l'évaluation des compétences des adultes

    La révolution technologique qui a marqué les dernières décennies du XXe siècle a entraîné une forte augmentation de la demande de facultés de traitement de l’information et d’autres compétences cognitives et interpersonnelles sur le marché du travail. Sur la base des résultats des 33 pays et régions ayant participé aux deux premières vagues de l'Enquête sur les compétences des adultes en 2011-12 et 2014-15, ce rapport décrit les compétences dans trois domaines de traitement de l'information et examine comment les compétences sont liées au marché du travail et aux résultats sociaux. Il décrit notamment les résultats des six pays ayant participé à la troisième vague du premier cycle du PIAAC en 2017-18 (Équateur, États-Unis, Hongrie, Kazakhstan, Mexique et Pérou). L’Évaluation des compétences des adultes, un produit du Programme de l’OCDE pour l’évaluation internationale des compétences des adultes (PIAAC), a été conçue pour montrer dans quelle mesure les individus possèdent certaines de ces facultés et compétences clés et comment ils les utilisent dans le cadre professionnel et dans la vie privée. Cette enquête, la première du genre, évalue directement le niveau de compétence dans trois domaines du traitement de l’information : la littératie, la numératie et la résolution de problèmes.

    Continuous Learning in Working Life in Finland

    Finland’s skill development system is one of the most successful in the OECD. The country’s 15-year old students have been amongst the top performers of all the countries participating in the Programme for International Student Assessment (PISA) since its first edition in 2000. Its adult population has some of the highest levels of literacy and numeracy in the OECD, according to the OECD Survey of Adult Skills (PIAAC), surpassed only by Japan. To maintain these remarkable performances, the skill development system needs to adapt to a rapidly changing labour market. Globalisation, technological change and population ageing are affecting the types of jobs that are and will be available in Finland and how they are carried out. Today, the vast majority of new jobs created require high levels of skills, while meta-cognitive and digital skills are becoming more important in working life. Skill shortages in the Finnish labour market are increasingly apparent and there are growing concerns about the supply of higher-level skills, given demographic change and stagnating educational attainment levels. Finland’s skill development system must get future-ready. This report analyses the status quo of the Finnish continuous learning system for adults, highlights its key challenges and makes actionable policy recommendations.

    The Survey of Adult Skills - Reader’s Companion, Third Edition

    This edition of the Reader’s Companion accompanies Skills Matter: Additional Results from the Survey of Adult Skills that reports the results from the 39 countries and regions that participated in the 3 rounds of data collection in the first cycle of PIAAC, with a particular focus on the 6 countries that participated in the third round of the study (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). It describes the design and methodology of the survey and its relationship to other international assessments of young students and adults. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments.

    Investing in Youth: Finland

    The series Investing in Youth builds on the expertise of the OECD on youth employment, social support and skills. It covers both OECD countries and key emerging economies. The report on Finland presents new results from a comprehensive analysis of the situation of young people in Finland, exploiting various sources of survey-based and administrative data. It provides a detailed assessment of education, employment and social policies in Finland from an international perspective, and offers tailored recommendations to help improve the school-to-work transition. Earlier reviews in the same series have looked at youth policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017), Norway (2018) and Peru (2019).

    Working Together: Skills and Labour Market Integration of Immigrants and their Children in Finland

    While Finland’s foreign-born population remains small by international standards, growth has been amongst the fastest in the OECD. Finland’s foreign-born population have lower employment rates than native-born Finns, and women, in particular, are struggling to integrate and face incentives to stay in the home. Indeed, the employment gap among those arriving from outside the European Union is among the largest in the OECD. This risks long-term implications for the integration of their children, many of whom are struggling to thrive in the Finnish school system. Large inflows of asylum seekers in 2015 put integration squarely on the agenda, and Finland developed a number of innovative integration policies in response. Yet, numbers have since fallen dramatically, raising questions of how to respond to the needs of a large cohort without scaling up the integration system on a permanent basis. This review, the second in a series on the skills and labour market integration of immigrants and their children, provides an assessment of these and other challenges. It includes a holistic assessment of Finland’s integration services – such as the new modular integration training, and the Social Impact Bond – as well as challenges related to settlement, early labour market contact and workplace segregation. An earlier review in the series looked at integration policies in Sweden (2016).

    Is the Last Mile the Longest? Economic Gains from Gender Equality in Nordic Countries

    Denmark, Finland, Iceland, Norway and Sweden, commonly known as the Nordic countries, have been leaders in the development of modern family and gender policy, and the explicit promotion of gender equality at home, at work, and in public life. Today, on many measures, they boast some of the most gender-equal labour markets in the OECD.This report shows that improvements in gender equality have contributed considerably to economic growth in the Nordic countries. Increases in female employment alone are estimated to account for anywhere between roughly 0.05 and 0.40 percentage points to average annual GDP per capita growth – equivalent to 3 to 20% of total GDP per capita growth over the past 50 years or so, depending on the country.The Nordic countries are closer than most to achieving gender equality in the labour market. But the last mile may well prove to be the longest one. To make further progress, a continued assessment of the effectiveness of existing public policies and workplace practices is needed. Only with resolve and a continued focus can Nordic countries ensure that men and women contribute to their economies and societies in gender equal measure.

    Synthèse sur l'avenir du travail - Le revenu de base : que changerait-il ?

    Les récents débats sur les propositions de revenu de base apportent un éclairage utile sur les problèmes que posent de plus en plus les formes traditionnelles de garantie de ressources. Les réformes visant à mettre en place une garantie de ressources plus largement ciblée devraient intervenir par phases, et nécessiteraient parallèlement un débat sur les moyens de financer un partage plus égal des fruits de la croissance économique.

    Back to Work: Finland - Improving the Re-employment Prospects of Displaced Workers

    Job displacement (involuntary job loss due to firm closure or downsizing) affects many workers over their lifetime. Displaced workers may face long periods of unemployment and, even when they find new jobs, tend to be paid less  and have fewer benefits than in their prior jobs. Helping them get back into good jobs quickly should be a key goal of labour market policy. This report is part of a series of nine reports looking at how this challenge is being tackled in a number of OECD countries. It shows that Finland has a higher rate of job displacement than most OECD countries but that most of these workers find a new job again relatively quickly. However, those who do not face a considerable risk of long-term unemployment; with older displaced workers and those with a low level of education facing the highest risk. While labour market institutions in Finland serve most displaced jobseekers well, there is room to improve policies for those at risk of long-term unemployment or inactivity who would benefit from earlier identification of their problems and early, effective and well-targeted counselling and intervention.
