    Tendances de l’OCDE sur la concurrence 2023

    Ce rapport met en évidence les tendances mondiales en matière d'application du droit de la concurrence à l'aide de la base de données unique de l’OCDE CompStats, qui comprend 34 variables couvrant les ressources des autorités de la concurrence, les affaires d’entente, l'abus de position dominante, les fusions et la promotion de la concurrence. Ce rapport présente des comparaisons entre les régions géographiques et les tendances au fil du temps, permettant aux juridictions de comprendre comment leurs données se comparent à celles de leurs pairs et de la communauté de la concurrence au sens large. Cette édition se concentre sur les principaux développements de l'application mondiale du droit de la concurrence en 2021 et contribue à l'amélioration continue du droit et de la politique de la concurrence dans le monde.

    Data shaping firms and markets

    Firms are at the forefront of digital transformation and drive production, innovation and the greater deployment of digital technologies into economies and societies. As digital transformation progresses, how firms use data, and how that use affects markets and influences competitive dynamics, has risen to the top of policy agendas. This report highlights that too few firms use data, particularly small and medium-sized enterprises, despite data’s potential to boost productivity, foster innovation and new business models. This report analyses how this uneven use of data affects productivity dispersion, industry concentration and shape competitive dynamics in markets. Finally, the report outlines key policy lessons to increase the ability of the full business population to thrive in the data-driven age and enhance long-term prosperity and welfare.

    OECD inventory of international co-operation agreements on competition

    ‌International co-operation in competition law enforcement is at the core of the OECD competition-related work. Prepared by the OECD Competition Committee, this inventory focuses mainly on 22 bilateral comprehensive government-to-government co-operation agreements where at least one of the signatories is an OECD country.

    ‌International co-operation in competition law enforcement is at the core of the OECD competition-related work. This inventory covers over 140 co-operation MoUs between competition agencies where at least one of the signatories is a competition authority of an OECD Member, Associate or Participant to the OECD Competition Committee, or the European Union.

    Identifying the Main Drivers of Productivity Growth - A Literature Review

    This report represents the second outcome of the collaboration between the Asian Productivity Organization (APO) and the Organisation for Economic Co-operation and Development (OECD) to improve the measurement and analysis of productivity developments across APO and OECD member economies. The report discusses the potential impact of COVID-19 on productivity and examines the role of Multifactor Productivity (MFP) as a major driver of economic growth and changes in living standards. It then identifies the most important factors influencing MFP growth and describes the most important challenges affecting the measurement of each of these factors as well as the estimation of their impact on MFP. The report provides key recommendations to improve the reliability and interpretation of the empirical evidence for economic analysis.

    Developments in spectrum management for communication services

    Spectrum is a limited national resource that enables our digital world. Mobile broadband services rely on these invisible airwaves to function, making spectrum indispensable to bridge connectivity divides. It also supports the provision of wireless services across the economy, from education to healthcare to industry, and enables applications such as satellites, GPS and the Internet of Things. Spectrum must be efficiently managed to achieve broader social and economic goals. As such, the stakes of spectrum management decisions are high and the challenges complex. This report discusses the effective stewardship of this essential asset in the context of wireless communication services, presents trends in policy, and discusses future considerations for management. It finds that well-designed and transparent licensing regimes, including auctions, foster investment and innovation, and that flexible frameworks (e.g. sharing or unlicensed spectrum) can promote efficient use.

    OECD Competition Assessment Reviews: Brazil

    This review provides an analysis of regulatory barriers to competition in Brazil, specifically in the ports and civil aviation sectors, and makes recommendations for Brazilian authorities to mitigate harm to competition and foster long-lasting growth. It is based on a competition assessment conducted by the OECD in co-operation with the Brazilian Competition Authority (CADE) identifying rules and regulations that may hinder the competitive and efficient functioning of markets in the two sectors under review. The review also includes estimates of the impact that the implementation of certain specific recommendations could have on the economy.
