On 17 July 2012, the OECD Council adopted a Recommendation on Fighting Bid Rigging in Public Procurement to help sensitise governments to assess their public procurement laws and practices at all levels in order to promote more effective procurement and reduce the risk of bid rigging in public tenders.

The OECD Council has adopted a number of non-binding Recommendations on competition law and policy. In addition, the Competition Committee has adopted Best Practices. These Recommendations and Best Practices are often catalysts for major change by governments.
