    Examens environnementaux de l'OCDE : Brésil 2015

    Ce rapport est le premier examen environnemental du Brésil. Il évalue les progrès accomplis par le Brésil en termes de développement durable et d'économie verte, avec un accent sur la conservation de la biodiversité et l’utilisation durable des zones protégées. Les examens environnementaux de l’OCDE sont des évaluations indépendantes des progrès accomplis par les pays pour tenir leurs engagements environnementaux nationaux et internationaux. Ces examens ont pour objectif de favoriser les échanges de bonnes pratiques et l’apprentissage entre pairs, d’aider les gouvernements à rendre compte de leurs politiques auprès des autres pays et de l’opinion publique et d’améliorer la performance environnementale, individuelle et collective, des pays. Les analyses s’appuient sur un large éventail de données économiques et environnementales et contiennent également des recommandations de politique publique. Au cours de chaque cycle d’examens environnementaux, l’OCDE passe en revue l’ensemble de ses pays membres ainsi que certains pays partenaires. Les derniers pays examinés sont la Pologne (2015), l’Espagne (2015) et les Pays-Bas (2015).

    Brazil - Financing Democracy: Funding of Political Parties and Election Campaigns and the Risk of Policy Capture

    Energy Investments and Technology Transfer Across Emerging Economies: The Case of Brazil and China

    Growing innovation capacity among emerging markets and increasing investment flows between them are creating new, reciprocal opportunities through the deployment of technological innovations and knowledge transfer. The case of Brazil and China is particularly relevant in this context. Between 2005 and 2012, the Brazilian energy sector absorbed USD 18.3 billion worth of investments from China. Sino-Brazilian trade and political relations have intensified over the past decade. This report focuses on three main questions: What are the drivers behind Chinese investment in the Brazilian energy sector? What potential exists for inter-firm technology transfer between the Chinese and Brazilian companies involved? Do government-sponsored activities and academic exchanges complement inter-firm technology transfer?     Corporate Governance of Company Groups in Latin America

    This report provides an overview of frameworks and experience in Latin America and internationally in dealing with the challenges associated with corporate governance of company groups. It describes their economic rationale, benefits and relevance in Latin America, and how they are defined, overseen and regulated. It also delves into some of the risks and more specific challenges involved in ensuring protection of minority shareholder rights and managing or minimising conflicts of interest within groups. It notes the rising importance of Latin American-based multinational company groups. Finally, it reviews existing international and regional guidance on corporate governance of company groups before assessing the more specific policy options and challenges in the region, and describing the conclusions reached by the Latin American Corporate Governance Roundtable and Task Force on Company Groups based on this report’s findings. Country-specific chapters provide more specific descriptions of the frameworks in place for corporate governance of company groups in Argentina, Brazil, Chile, Colombia, Mexico and Peru.

    Water Resources Governance in Brazil

    Water is abundant in Brazil, but unevenly distributed across regions and users. Remarkable progress to reform the sector has been achieved since the 1997 National Water Law, but economic, climate and urbanisation trends generate threats that may jeopardize national growth and development. The consequences are particularly acute in regions where tensions across water users already exist or are likely to grow. The report is the result of a policy dialogue with more than 100 stakeholders at different levels in Brazil. It assesses the performance of Brazil’s water governance and suggests policy recommendations for strengthening the co-ordination between federal and state water policies and for setting up more robust water allocation regimes that can better cope with future risks. The report concludes with an action plan, which suggests concrete milestones and champion institutions to implement those recommendations.
