This year’s Development Co-operation Report shows how the need for co-ordinated action is more urgent than ever. In particular, we can and must ensure that Goal 17 – Strengthen the means of implementation and revitalise the global partnership for development – is set in motion quickly. The other goals depend on it.

It is an honour to address you at the launch of the W20. Today is yet another step in our journey to bring gender equality to the core of the G20 agenda. And I would like to congratulate the Turkish Presidency for keeping the momentum and carrying this issue forward by creating the W20.

In four weeks when we meet again in Lima, I will deliver the full package of 15 measures to address Base Erosion and Profit Shifting - BEPS. The project is a vivid example of how the G20 in partnership with the OECD has been able to balance the necessity of tax sovereignty with the realities of a globalised economy and rapidly changing business models.

The G20 commitment to raise GDP by 2% in 2018 through structural reform commitments was a masterstroke - this promised concrete measures to raise living standards and put the recovery on a higher growth path. Implementation is now key and has rightly been a priority under the Turkish Presidency.

While the world experienced an exceptionally hot summer, clouds were gathering over the global economic outlook. We still expect the global growth rate to pick up next year, but the recovery remains cooler than it should be.

I am very glad the G20 Turkish Presidency put inclusiveness as one of the three “I's" of the required collective action to foster the G20 inclusive and robust growth. Ringing the alarm bell on rising inequality is becoming, unfortunately, routine for us at the OECD.

I am particularly pleased to introduce this session of the Ministerial as boosting investment in human resources is a key pillar of a successful strategy to foster the G20 inclusive growth agenda. The G20 Skills Strategy, in this regard, is a very timely initiative.

The impact of smart investment goes beyond private interests. Investing in infrastructure - especially social infrastructure - can connect communities, enhance social cohesion and make economic growth benefit the people. Yet, as the demand for infrastructure increases with growth, trade and urbanisation, developing countries are struggling to meet their infrastructure needs.

It is a testament to how important this issue is that we have so many eminent Ministers and officials from OECD Global Forum member countries and observer organisations here. The Forum today has 127 members, of which more than half are developing countries. We are working on an equal footing to monitor commitments to global tax transparency standards because it is a global issue, and we are very much in it together!
