Continuing down the carbon path will only lead us to a more vulnerable world; a world where rising risk from climate disaster and its financial liabilities are increasingly tied to out-of-date infrastructure, especially in those places least equipped to cope. I therefore applaud Globe’s emphasis on a coordinated approach to the 2015 agenda.

Today, world leaders have called on all countries and businesses to put a price on carbon. I salute that call. The OECD has long advocated for strong, credible, predictable prices on carbon as the cornerstone of cost-effective emissions reductions.

The issue that concerns us is this: "How to achieve development and how to keep on growing?" These are questions that have kept us very busy at the OECD during our 54 years in existence. Our motto, "better policies for better lives", condenses that aspiration.

It is a real pleasure to join you today in discussing one of the most important initiatives of the OECD, the "New Approaches to Economic Challenges" (NAEC). We undertook this initiative in response to the crisis, with the purpose of doing some soul-searching, learning from the past, and updating our analytical frameworks in order to address the present and, above all, the future.

Being here to commemorate five years of Chile's membership is something that fills us with enthusiasm. Those five years have been very enriching – five years of sharing best practices and responses to the challenges of our day, five years of getting to know each other better and working side-by-side to improve opportunities and living standards for Chileans.

Today, the OECD and Chile are working together more closely than ever. This co-operation extends to all spheres of public policies: education, health, employment, taxation, good governance, trade, the environment ... all those fields in which the OECD is a point of reference and where the Chilean government can count on us, within the important agenda of reforms that are being undertaken.

Chile is not immune to a reality that is affecting all its neighbours: a sharp decline in growth, in the wake of collapsing external demand. Given this context, it is now even more necessary to seize upon all those public policies that will allow us to return to the path of growth that is at the same time stronger, more inclusive, and more sustainable.
