Allow me first to express again my congratulations to France for the climate agreement obtained at COP21. This is indeed a historic agreement that will influence the future of our planet. I am particularly proud that the OECD was able to contribute to this milestone!

I am delighted to welcome Prime Minister Cioloş to this Special Session of the OECD Council. Prime Minister Cioloş’ leadership and vision are very important in guiding Romania’s interim government until the legislative elections at the end of this year. Among the main goals of his government are rebuilding trust, increasing transparency and integrity, and implementing structural reforms to achieve more resilient growth.

Welcome to the 4th Global Forum on Responsible Business Conduct. This year we are celebrating the 40th anniversary of the OECD Guidelines for Multinational Enterprises, the OECD’s main instrument for promoting better business practices. This is a good moment to reflect on the potential multilateralism. In the past year the global community has reached a breakthrough climate agreement at COP21 and established an ambitious set of SDGs.

I am delighted to welcome you for a performance of Note Etiche. Thank you Ambassador Checchia for this original initiative. It will be wonderful to hear live music and policy debate intertwine! Especially around such a key, topical issue as business integrity and ethics in the financial sector. We could not ask for a better, more pleasant prelude for tomorrow’s Global Forum on Responsible Business Conduct.

I am delighted to be here in Prague to reflect on the 20 years of a fruitful partnership between the OECD and the Czech Republic. It is in fact a double pleasure given the success story that is the Czech Republic’s transformation; a story that one tells with joy! I would like to thank Minister Zaoralek and the Ministry of Foreign Affairs for their invitation and for organising this important event.

As the OECD's newest member, Latvia will be able to tap into the vast reservoir of OECD expertise to continue to meet its domestic policy goals. At the same time, the OECD will become different – and better – as a result of Latvia's membership. We will benefit from Latvia's unique experiences, from the presence of a new voice and a new outlook as we move forward.

The political decision by OECD member countries to create this programme recognises the mutual benefit of our long-standing co-operation and elevates it to a higher level. It responds to the growing interest from countries in the region to engage more actively and effectively with the OECD, at a time when good policy choices are more important than ever.
