Es un gusto inaugurar este Tercer Foro de Competencia y Regulación. Es el último Foro que realizamos con esta Administración y quiero destacar antes que nada el compromiso y la convicción del Secretario Guajardo, la Subsecretaria Rocío Ruiz y sus equipos para mejorar la regulación y fortalecer la competencia en los mercados mexicanos, con base en las mejores prácticas internacionales y con el apoyo de la OCDE.

I would like to start by congratulating again the Argentinian presidency on its Roadmap for Developing Infrastructure as an Asset Class. The roadmap will help us meet the needs of infrastructure investment for sustainable growth and help build connectivity, which will be key in achieving higher productivity, gains in service efficiency, growth in trade and realising greater spillovers from investments.

Small and medium sized enterprises (SMEs) are a key driver of economic growth and social inclusion. In the OECD area, they account for about 70% of total employment and between 50% and 60% of value added. In emerging and developing economies, they contribute to more than one third of GDP and account for between 34% and 52% of formal employment.

I am honoured to receive this GLOBSEC European Award. The Organisation I lead, the OECD, is part of Europe’s story, part of Europe’s history. Originally founded in 1947 as the secretariat of the Marshall Plan, the OECD has been there from the outset of post-war European reconstruction. And the OECD will continue to play its part in Europe’s future by drawing on what we do best: advancing better policies for better lives.
