OECD work on debt transparency

The economic consequences of the COVID-19 pandemic, particularly for fragile countries, have renewed focus on debt transparency, prompting international organisations and national authorities to step up their efforts to improve the consistency, comparability, scope and frequency of debt statistics. Launched in 2021, the OECD Debt Transparency Initiative collects, analyses and reports on private sector lending to vulnerable low-income countries, thereby allowing interested stakeholders to benefit from a better understanding of the public sector debt levels and conditions of vulnerable countries.

Procedure for submitting reports

The reporting environment enables the collection of financial disclosures from reporting entities, which consist of private lenders, to the OECD. The reports are managed through an Excel reporting template structured according to the “information matrix”, submitted to a secure file directory “Accellion” organised by the Reporting Entity.

Each Reporting Entity has download permissions to an “Instructions” folder where the latest reporting template is made available. Once the Reporting Entity completes the reporting template, it is to be uploaded to the folder within the designated “Entity” named folder.

A preliminary reporting template is provided for illustration, and may be subject to further modification following the consultation with providers and users. The first sheet of the template explains the nature of the matrix, how it derives from the IIF Voluntary Principles for Debt Transparency and how the reporting entities are expected to fill it in.

The reporting of data to the OECD repository can be done in five simple steps:

  1. Request access to the OECD at the following contact

  2. Access the reporting environment using the details provided

  3. Download the latest version of the reporting template from the specified folder

  4. Fill-in the information required in the template

  5. Upload the template in the folder with your institution’s name
