While there is a strong political will in Ukraine to pursue an ambitious reform agenda, the country needs both policy guidance and financial support to ensure that reform is sustainable. With its multidisciplinary expertise and wide array of internationally recognised policy instruments, the OECD works closely with Ukraine to advance its reform efforts and strengthen its institutions.

About the Ukraine Action Plan

The OECD has worked with Ukraine for a quarter-century, supporting the country's efforts to transform its economy and integrate more deeply into international markets. In 2014, the OECD boosted its co-operation with Ukraine and has since supported the country’s reforms in line with international standards. Despite remaining challenges, Ukraine has made progress in monetary and fiscal policies, has introduced e-government for procurement and VAT repayments, and a small number of critically important state-owned enterprises now have professional governance.  Moreover, Ukraine’s decentralisation reforms have resulted in a major overhaul of territorial governance. The OECD has contributed to most of these achievements and several other initiatives in close collaboration with other international organisations including the establishment of a Business Ombudsman Council, the National Anti-Corruption Bureau and the Asset Recovery Management Agency.  With the OECD-Ukraine Action Plan, the OECD and Ukraine have jointly identified 29 priority reviews, 28 OECD legal instruments to which Ukraine could request adherence and 10 OECD bodies in which it could request partnership to further enhance economic performance and strengthen democratic institutions.
