Access to Finance for Agribusiness SMEs

Unlocking access to finance is one of the main challenges to improve the competitiveness of the agribusiness sector in Ukraine.  Despite accounting for more than half of the country’s agricultural output, agribusinesses SMEs do not have enough access to credit lines in order to finance working capital and investment.

While increasing financing mechanisms could ease access to finance from the supply-side, demand-side challenges also limit the financing opportunities of agribusiness SMEs. The OECD is developing recommendations to support agribusiness SMEs’ ability to access more and better quality finance through improved financial knowledge and skills.

Skills Development for Agribusiness

Enhancing skills in Ukraine’s agribusiness sector is a key policy priority to improve productivity and attract more domestic and foreign investment. Mismatches between the private sector’s needs and available skills in the labour market ultimately hinder domestic and foreign investment in the sector.

Currently the role of the public sector in Ukraine’s education system is dominant with little involvement from the private sector. The OECD is developing recommendations to help bridge the skills gap in the agribusiness sector through the establishment of internship schemes.

Investment Policy for Renewable Energies, focus on biomass

With a vast resource potential, Ukraine is a very promising renewable energy market. This is especially true for biomass produced from Ukraine’s abundant forestry and agricultural residues, which remain largely untapped. However, energy production from biomass sources faces a number of administrative barriers that hamper the attractiveness of the sector to further investment.

The OECD is providing assistance to the Government of Ukraine to formulate suggestions on the priority areas for action for improving investment procedures and the regulatory environment in renewable energies, with a focus on biomass investment in Ukraine.

Regulations for Private Sector Development in Energy Service Companies (ESCOs)

Given the current energy challenges faced by Ukraine, and in line with previous OECD recommendations, energy efficiency is a key area for Ukraine to increase industrial competitiveness, improve its energy intensity activities and effectively contribute to reduce its energy dependence.

The OECD is developing recommendations to foster the development of the energy efficiency market and enhance the regulatory framework for energy service companies (ESCOs) in Ukraine.  The OECD will provide assistance to the government of Ukraine to formulate suggested actions for these recommendations, and will provide capacity building.
