2020 marked a critical year for biodiversity. It is when the 2011-2020 Strategic Framework for Biodiversity and its Aichi Targets expired. Discussions are now underway on the post-2020 Global Biodiversity Framework, which is due to be agreed on at CBD COP15, in Montreal, Canada, on 7-19 December 2022.

The OECD is actively contributing to this agenda, including via the project The Post-2020 Biodiversity Framework: Targets, indicators and measurability implications at global and national level.

The aim of this project is threefold: (i) to take stock of the lessons learned from the current 2011-2020 biodiversity framework, as these relate to targets and indicators; (ii) to examine options to improve on the measurability of possible new biodiversity (goals and) targets under the post-2020 global biodiversity framework, at both global and national level; and (iii) to identify key gaps in the indicator suite, the feasibility of addressing these gaps and the implications of this for creating SMARTer targets in the post-2020 framework.

• The Post-2020 Global Biodiversity Framework: Targets, indicators and measurability implications at global and national level

This paper presents the next iteration of the analysis on the OECD project on targets and indicators for the post 2020 global biodiversity framework. It was released in time for the CBD SBSTTA-23 meeting on 25-29 November, 2019 in Montreal, Canada, as INF document CBD/SBSTTA/23/INF/3. This updated version includes possible thematic targets for post-2020 global biodiversity framework and further analysis on the headline indicators (i.e., whereby data is available to enable monitoring of progress across countries in a consistent and comparable way) that are currently available for each of the proposed thematic targets.
