Climate Change Expert Group (CCXG) Global Forum - September 2013

 

 

The Climate Change Expert Group (CCXG) Global Forum was held on 18-19 September 2013 at the OECD Conference Center, Paris (France).

 

This seminar organised by the OECD and the IEA  aimed to promote dialogue and enhance understanding between a wide range of countries on technical issues in the international climate change negotiations. This seminar is an informal meeting outside of the UNFCCC negotiations and discussions were non-attributed.

DAY 1

09:40 - 11:15 Opening Plenary: Key elements needed for an effective 2015 agreement
Focus   This session aimed to exchange ideas on the path to 2015 and the possible shape of the post-2020 agreement.

11:45 - 18:00 Breakout Group 2a: Exploring climate finance effectiveness
 Focus

This breakout group focused on the topic of climate finance effectiveness. The first two parts began by considering how different communities view “effectiveness”, at what level(s) effectiveness is considered, and how different objectives are balanced. The final part focused on how effectiveness can be tracked and assessed, specifically in the context of mitigation.

11:45 - 18:00 Breakout Group 2b: Commitments for the 2015 agreement
Focus The focus of this session was on mitigation commitments for the post-2020 period. The first part of the session aimed to explore what types of commitments might be proposed and the information that would be needed to understand them. The second part focus on the possible process for establishing commitments for the 2015 agreement. The third part was an open discussion picking up on issues raised in Parts 1 and 2.

09:30 - 11:00 Special Plenary: Multiple benefits of climate change action
Focus This session highlighted how multiple benefits (e.g. improved local air quality, health benefits, poverty reduction) can help to spur greater action on climate change. Results from some recent studies on this topic were presented and discussed.

11:30 - 16:30 Breakout Group 5b: Emissions accounting for post-2020 commitments
 Focus

Following from the day 1 discussion about commitments for the post-2020 period, this breakout focused on ways that countries may demonstrate progress towards their commitments through quantitative accounting.
Building on the breakout from the seminar in March 2013, the morning session took a broader look at what elements are required in an accounting framework.
The afternoon session dove into more detail on issues concerning double-counting of market units and single- versus multi-year targets.
