Inclusive societies - Analysis

 



Around 70% of the world’s workers depend on the informal economy for their livelihoods. Most of them live and work in low and middle-income countries, where extending and adapting social protection systems is challenging.

By definition, informal workers do not have access to employment-based social protection and fall outside the remit of labour laws and regulations. Existing social protection programmes are often poorly adapted to the flexible, discontinuous and cross-sectoral nature of informal work. Supporting the extension of social protection to households in informality, in ways that recognise their needs, is therefore vital to the realisation of developmental aims. Key to this is the need for innovative financing mechanisms and effective social dialogue structures to support informal worker participation and interest representation.
