As part of its ten-year Education Plan (2010-2020), Togo has invited the OECD Development Centre to conduct an assessment of its higher education system and to what extent the system responds to the needs of the labour market. The project seeks to build on the OECD Skills Strategy and help Togo (i) develop relevant skills; (ii) activate its skills supply; and (iii) make efficient use of the activated skills.
Conduct an assessment of current and future labour market needs in Togo.
Analyse Togo’s higher education system and identify its strengths and weaknesses vis-à-vis demand in the labour market.
Promote dialogue between different stakeholders in higher education and the labour market, and encourage their commitment to work together and overcome challenges.
Provide policy recommendations in line with Togo’s national objectives.
The project focuses on the match between the skills provided by Togo’s higher education system and the needs of the labour market.
The project represents a pilot implementation of the OECD Skills Strategy in the context of a developing economy. In particular, it aims to adapt the strategy to the specific realities and challenges of developing countries in relation to education and the labour market.
The project will provide empirical evidence gathered through quantitative and qualitative fieldwork that will gather original data on the needs of employers, employees and higher education stakeholders. Such research will serve to deepen the understanding of the demand for skills in Togo’s labour market, as well as how skills are acquired and utilised more broadly within the country.
