The Steering Committee will serve as the management body of the initiative in coordination with the Secretariat.
The Steering Committee will be made up of interested representatives from governments (OECD, DEV, non-OECD non-DEV), industry, including extractives, and civil society, each of which understands the perspectives of his/her constituency and is able to largely represent that constituency. The Steering Committee should have a size which would allow the easy scheduling of conference calls and working efficiently.
The Steering Committee will be tasked with preparing the issues for consideration at the meetings; liaising with the Secretariat and other international bodies; providing guidance and support to the Secretariat for operational aspects of the work, including the prioritisation of focus areas and liaising with other major international processes.
The Steering Committee may meet in person at the biannual meetings of the initiative or via video-conference at any desired time. The Secretariat will attend every meeting in an ex-officio capacity.
The Steering Committeewill also serve as the drafting body of the initiative in coordination with the Secretariat, to develop Inclusive and Equitable Framework for a Just Low Carbon Transition in Resource-Rich Developing Countries.
The Framework will provide action-oriented recommendations addressed to resource-rich developing economies, industry and eventually financial institutions to enable a just transition to a low-carbon economy, while seeking to minimise the risk of high carbon lock-in in the medium to long-term, stranding assets and competitiveness losses.
The Framework is intended to support resource-rich developing and emerging economies manage uncertainties and increased vulnerability, build their resilience to external shocks, and embrace the challenge of making unprecendented structural changes to their economies, including by planning for the risks and transformational opportunities of global decarbonisation.
Considering the specific challenges faced by resource-rich countries and their reliance on revenues from fossil fuels exports, the Framework will be structured around two main pillars:
1) the decarbonisation of extractives through the deployment of low-carbon technologies, as well as the identification of strategic trade-offs, enabling measures and incentives, exit strategies, and financing options;
2) the shift away from fossil fuels to build decarbonised economies, by exploiting cross-sectors synergies, diversifying portfolios and skills, and by increasing the share of renewables in the energy mix. The Framework is intended to provide a blueprint for action to assist policy makers in designing comprehensive strategies to advance the low-carbon transition, while accounting for potential adverse impacts on workers and communities. Rather than an array of isolated responses, the objective is to offer a well-coordinated policy package, with the combination of policies, instruments and mechanisms to scale-up investment in low-carbon solutions, while addressing the environmental challenges, distributional impacts and socio-economic divides at the national and transnational level.
The process towards the Framework will seek to take into account and coordinate with relevant international interacting and complementary initiatives and processes, avoiding duplication, and building on available knowledge, analysis and expertise.
