    Work in Progress – Evaluation of the ORET Programme : Investing in Public Infrastructure in Developing Countries

    The Development Related Export Transactions program (ORET) is a subsidy facility. It has addressed important obstacles for development by co-financing the construction and rehabilitation of public infrastructure in developing countries. ORET has evolved from a programme of mere delivery of capital goods to a programme offering comprehensive infrastructure service packages that were also financially attractive for recipient governments.

    Notre aide au développement est-elle verte? Evaluation thématique de la coopération belge en matière d’environnement

    Cette évaluation couvre l'APD belge sur 2002-2012, période du premier papier sur la stratégie environnementale. L'évaluation conclut que la prise en compte de l’environnement par les services de développement de la coopération belge donne des résultats positifs, mais non quantifiables. La pression sur l'environnement des activités de coopération a été réduite et les conditions d'une gestion durable de l'environnement ont été améliorées.

    How green is our development assistance? Thematic evaluation of the Belgian cooperation in the field of environment

    This evaluation covers Belgian ODA over the 2002-2012 first environment strategy paper period. The evaluation concludes that the environmental consideration of the Belgian Development Cooperation is giving positive but unquantifiable results. Pressure on the environment of cooperation activities has been reduced and the conditions for sustainable environmental management have been improved.

    Le premier objectif de cette évaluation pilote a été de rendre compte des résultats et de l'impact de quatre projets gouvernementaux et de tirer des leçons de l'expérience en vue d'améliorer les pratiques de la coopération belge dans le domaine de l'évaluation d'impact. L'évaluation conclut à la pertinence de la combinaison de méthodes qualitatives et quantitatives dans le même processus d'évaluation.

    Impact Measuring the Quest of the Grail? Ex Post Impact Evaluation of Four Bilateral Cooperation Projects

    This first pilot evaluation objective was both to report on the outcomes and the impact of four governmental projects and to learn from experience with a view to improving Belgian cooperation practices in the field of impact evaluation. The evaluation concludes to the relevance of combining qualitative and quantitative methods in the same evaluation process.

    Evaluation of Water-to-Market Training in Armenia

    The MCC compact with Armenia was a five-year investment(2006-2011) of $177.6 million in two projects: irrigated agriculture and rural road rehabilitation. Although most output and outcome targets were met or exceeded, the evaluation did not detect impacts on adoption, productive income or household income.

    An Evaluation of the MIDA FBO Training

    The evaluation found varied results for the three regions invested in under the Commercial Training Activity. The evaluation showed no impact on yields or crop incomes on average across the three regions. However, northern region farmers’ annual crop income increased significantly relative to the control group, over and above any impacts recorded in the other zones.

    From infrastructure to sustainable impact: Policy review of the Dutch contribution to drinking water and sanitation (1990-2011)
