    Independent Evaluation of the Demand-Driven Impact Evaluations for Decisions (3DE) Pilot

    The overall aim of this evaluation was to refine and test a more elaborate Theory of Change, and look at the quality of the evaluations. An assessment was made as to whether 3DE, as a pilot model, has been successful in supporting and increasing evidence-based policy-making and in building the capacity and changing the behaviour of Ministry staff in terms of them demanding and using evidence.

    Evaluation of the Dutch Contribution to Transition in the Arab Region (2009-2013)

    This report presents the findings of an evaluation of the response of the Dutch government to the Arab uprisings and its support to: democratisation; the rule of law; and economic growth. The Ministry funded a range of projects, however, less support was provided to governments in transition than to civil society. Findings show that the implementation of support to Arab countries is far from easy because of the volatile context.

    Evaluation of development communication and education of the Austrian development policy and development cooperation from 2006-2013

    The evaluation provides a thorough analysis of the strength and weaknesses and the theory of change of the area of development communication and education in Austria. Lessons learnt are also drawn out of a benchmarking exercise with Portugal and Ireland. Recommendations for future organizational, administrative and management improvement are outlined at the end of the report.

    2013 beneficiary satisfaction survey on KOICA's ODA programme worldwide

    The 2013 survey aimed to asses overall satisfaction levels and progress with regards to KOICA’s ODA programmes and projects. By analysing factors that contributed to satisfaction and/or dissatisfaction among beneficiary countries, this survey should serve as foundational material from which overall satisfaction and project effectiveness can be gauged.

    Autonomy, partnership and beyond : A counterfactual analysis of policy coherence for Ghana (Newsletter)

    The realisation that non-aid policies might conflict with aid policies has led to a call for better coordination across different policy fields, referred to as Policy Coherence for Development (PCD). This IOB study outlines the results of a pilot for analysing the options for coherence of Dutch and EU policies for development objectives in Ghana. The study uses scenarios to estimate the potential effects of Dutch and EU policies.

    Evaluation Report on Policy and Implementation Status of Untying Aid

    This study assesses the relevance, efficiency and effectiveness of KOICA's policy, strategies and the implementation system of untying aid as well as the representative policy implementation projects were. The study also provides suggestions based on practical implications to improve the system of implementing the policy for untying aid based on the issues, implications and lessons learned from the evaluation are provided.
