Evaluation of Results-Based Aid in Rwandan Education - Year Two
The evaluation determines any contribution of the Results Based Aid (RBA) pilot to additional learners completing key stages in primary and secondary education and additional teachers becoming competent in the use of English. The evaluation considers the response of Rwanda; the factors that impact on the agreed ‘results’, and seeks to identify ‘lessons learned’ to aid understanding and improvement of RBA in Rwanda and elsewhere.

Evaluation of the Westminster Foundation for Democracy (WFD)
This evaluation of the Westminster Foundation for Democracy (WFD) corporate programme performance from 2012-2015 builds on previous assessments, including the Mid-Term Evaluation and the Triennial Review. The evaluation looks at ensuring accountability and learning from DFID political governance portfolio interventions. The study seeks to learn lessons to support future WFD programming and political governance programming by DFID.

Independent Evaluation of the Accountability in Tanzania Programme (AcT)
Overall, the AcT programme is well set up to address contextual factors, and to identify, analyse and learn from accountability and responsiveness challenges. This is facilitated by the AcT model, including the management approach and the tools that are promoted, but there are missed opportunities to link with other DFID accountability programmes particularly in shared areas of work and interest, and at key moments and opportunities.

Global Poverty Action Fund Mid-Term Evaluation Report
DFID’s strategic intention was to establish a Fund that supported a diversity of projects delivered across a range of sectors that reduced poverty and had the greatest impact on the poor and marginalised. In terms of the design and delivery of projects to date, this strategy has proved successful. This success has been facilitated by a combination of fund management processes and associated support.

Cross Cutting Evaluation of DFID’s Approach to Remote Management in Somalia and North-East Kenya
This evaluation finds that remote programme management (RPM) has become a normal programme management approach in the environments addressed in this evaluation. But, information management and dissemination practices are inconsistent across RPM approaches within DFID. The evaluation highlights the opportunity for DFID to dedicate specific resources to capture RPM best practice and lessons as they emerge in its Kenya/Somalia portfolio.

Independent Verification and Evaluation of the End Child Marriage Programme: Ethiopia
The End Child Marriage Programme is well-received both by communities and government. In many cases, its progress towards outputs, has outreached milestones and targets. In spite of these successes, some changes to the programme approach and logframe are needed if outcomes and impacts are to be reached and sustained. The current programme results framework does not represent some vital areas of the programme work.

What Works for Market Development: A Review of the Evidence
This pre-study aims to inform Sida of the evidence of what works for market development and the results frameworks and results chains derived from it. Secondly, it identifies where the gaps in the evidence are and, based on this, makes recommendations as to what Sida should focus on in evaluating its market development portfolio. It focuses on private sector development, financial sector development, trade, and the use of instruments.

Mid-Term Evaluation of DFID’s Health Research Programme Consortia
Overall, the Research Programme Consortia are an excellent funding modality for integrated and programmatic research – particularly the length and relative flexibility of funding. The evaluation finds that the consortium structure and programme is highly effective. This is now a mature and internationally respected funding modality for development research.

Independent Evaluation of the Demand-Driven Impact Evaluations for Decisions (3DE) Pilot
The overall aim of this evaluation was to refine and test a more elaborate Theory of Change, and look at the quality of the evaluations. An assessment was made as to whether 3DE, as a pilot model, has been successful in supporting and increasing evidence-based policy-making and in building the capacity and changing the behaviour of Ministry staff in terms of them demanding and using evidence.

Evaluation of the Developing Operational Research Capacity in the Health Sector Project
The Médecins Sans Frontières delivers operational research courses focusing on practical aspects and learning-by-doing. 79% of the participants report that the course they took was ‘very useful’; 15% report that it was ‘quite useful’. Trained participants increased their knowledge, and their skills and engagement in supervising research team members, collecting safe and ethical data, and disseminating results.
