Corporate governance of state-owned enterprises (SOEs) remains a critical and yet unexplored issue in the Middle East and North Africa (MENA). The OECD regional Taskforce on Corporate Governance of SOEs in the MENA region has provided a forum for discussion on improving corporate governance frameworks and practices in the state-owned sector since 2007. The Taskforce comprises representatives of government ministries, state-owned enterprises, state audit bodies, holding companies and sovereign entities from the MENA region.

 

This meeting, held under the patronage and with participation of H.E. Nizar Baraka, Minister of Economic and General Affairs of the Kingdom of Morocco, focused on:

• improving the quality of SOE boards
• empowering SOE boards
• holding SOE boards accountable through effective evaluation
• the role of stakeholders in SOE governance

Participants discussed the draft OECD publication titled "Turning the Page: Towards New Arrangements for State Ownership in the Middle East and North Africa" due for release towards the end of 2011. Download the publication (PDF).

 

Participants also discussed the initiative of the Moroccan government to release a code for corporate governance of state-owned enterprises by end of this year. It will be the second code for state-owned enterprises in the region, following a similar introduction in Egypt in 2006.
