Decentralised Development Co-operation

The OECD Development Assistance Committee (DAC) collects aid flow data at activity level based on a standard methodology and agreed definitions. Decentralised Development Co-operation (DDC) as currently captured in ODA, reflects “aid provided by the public sector other than the central government”.

Although a universally agreed definition of “decentralised co-operation” does not currently exist, CRS data collection allows, through the CRS agency codes, a means for donors to “tag” project-level data provided by institutions at the level of municipalities, provinces, federal states, regions or other sub-national actors.

 

Each DAC member decides which and how many agency codes to report depending on the governance structure (federal, decentralised, or other) and interest to report. Today, 13 DAC members report on project-level DDC activities.
