Anti-corruption Network for Eastern Europe and Central Asia: September 2016 meetings

 

Paris, France - 14-16 September 2016

On 14-16 September 2016, the OECD hosted the Plenary Meeting of the Anti-Corruption Network for Eastern Europe and Central Asia (ACN). The meeting  convened more than 100 delegates from over 30 countries in Eastern Europe and Central Asia as well as OECD member countries, representatives from international organisations and civil society.


17th Istanbul Anti-Corruption Action Plan Meeting

During the meeting, fourth round monitoring reports under the Istanbul Anti-Corruption Action Plan were adopted for Azerbaijan and Georgia, together with the progress reports on Armenia, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Ukraine and Uzbekistan. 

 

Roundtable on Anti-Corruption reform and strengthening integrity in Ukraine

This roundtable, held on 15 September, focused on discussing lessons learned during the last two and a half years of anti-corruption efforts in the country, as well as future challenges, opportunities and OECD ACN assistance to further reforms. Participants included representatives from the government and civil society of Ukraine, OECD experts, country delegations and international organisations. Focus areas included:

  • Implementation of the anti-corruption policy and instruments to prevent corruption, the role of civil service reform in eliminating corruption risks
  • Investigation and prosecution of corruption, with a focus on stolen assets recovery and management
  • Corruption barriers for doing business, overview of competition policy in Ukraine and negative impact of corruption on investments
  • The role of civil society in the process of anti-corruption reform implementation
  • Experience and future initiative in the field of OECD–Ukraine cooperation


21st Steering Group Meeting of the Anti-Corruption Network

The Steering Group, held on 16 September 2016, launched the ACN publications Anti-Corruption Reforms in Eastern Europe and central Asia, Progress and Challenges 2013-2015 and Business Integrity in Eastern Europe, discussed the implementation of the ACN Work programme in 2016, planned activities in 2017 and also adopted the ACN Fundraising Strategy.  

During a tour de table session, discussions were held on significant anti-corruption reforms in South-East Europe: Bosnia and Herzegovina, Croatia, FYR Macedonia, Montenegro and Serbia and the Regional Anti-Corruption Initiative (RAI). The evaluation of Romania's anti-corruption strategy, conducted with the support of the ACN, was also presented at the plenary. 

Various directorates of the OECD presented topical updates, among them the Global Relations Secretariat, the Investment Division of the Directorate for Financial and Enterprise Affairs, the Public Governance and Territorial Development Directorate, SIGMA, and the OECD Development Centre.
