The OECD has conducted a Competition Market Study of Ukraine’s Electricity Sector in close consultation with the Ukrainian authorities and the EU Delegation to Ukraine. This market study analyses Ukraine’s electricity sector from a competition perspective. It provides a detailed description and assessment of the regulatory framework within which the Ukrainian electricity markets operate, as well as an analysis of the obstacles to competition in the wholesale and retail markets. This report includes recommendations to address the underlying causes of ineffective competition that, if implemented in the recovery phase following Russia’s war of aggression against Ukraine, can contribute to achieving a well-functioning, competitive electricity sector. The report was launched on 30 June 2023 during a high-level online event live on Youtube.

About the projectThe project kicked-off with an online event on 14 September 2021 which aimed to create a platform for representatives of the OECD, Ukraine and the EU to exchange views and establish working relations for the successful implementation of the market study. Using the OECD Market Studies Guide for Competition Authorities, the OECD reviewed Ukraine's electricity sector to promote and protect competition. Expected outcomes of the project included:
