OECD Council Acts Related to Chemicals and Biotechnology Products

The OECD Council, under the chairmanship of the OECD Secretary-General, is the focal point of a continuing review by member governments of the work of OECD. When appropriate, the Council may agree on Decisions which are legally binding under international law. Alternatively, Member governments, through the Council, may agree on Recommendations, which are expressions of political will to follow certain policies. Council Decisions and Council Recommendations are known collectively as Council Acts.

Decision-Recommendation of the Council concerning Chemical Accident Prevention, Preparedness and Response

A new OECD Decision-Recommendation concerning Chemical Accident Prevention, Preparedness and Response was adopted by the 2023 Meeting of the OECD Council at the Ministerial Level.

The Decision-Recommendation sets out key high-level elements to support the development of a chemical accidents programme covering the fields of prevention, preparedness, and response. It is a consolidation and update of three original OECD legal instruments from 1988 and 2004.

The Decision-Recommendation comes with its supporting technical guidance, the newly released Third Edition of the Guiding Principles on Chemical Accident Prevention, Preparedness and Response.
