Innovation & other general services can support long-term goals

Although support has increased overall, the share of general services for agriculture (such as innovation, biosecurity and infrastructure) is small, and has declined to 13% of support in 2019-21, down from 16% two decades earlier. These services are key for increasing sustainable productivity growth and therefore reducing greenhouse gas (GHG) emissions from agriculture.

Re-orienting budgetary support for the provision of public goods and key general services, or increasing it where current budgetary support is low, would help improve the performance of the agricultural sector. Expenditures on innovation, particularly R&D for emission-reducing technologies and production methods, should support mitigation and foster sustainable productivity growth, thereby also reducing income pressures from stricter environmental and emission standards.
