The Secretary-General signed an MoU between the OECD and the Council of Europe, 14 December 2020

The OECD and the Council of Europe signed, on 14 December 2020, a Memorandum of Understanding (MoU) to update a cooperation agreement between the two organisations dating back to 1962.

The OECD Secretary-General, Mr. Angel Gurría, and the Secretary General of the Council of Europe, Ms. Marija Pejčinović Burić, signed the MoU, which marks an important step towards deepening the long-standing cooperation between the two organisations, at a virtual signing ceremony on the margins of the commemoration of the 60th anniversary of the signature of the OECD Convention.

The MoU aims to promote the global dissemination of standards, such as legal instruments, policy tools and guidelines, developed by the OECD and the Council of Europe respectively. By way of enhanced exchanges between the two Organisations on policy insight and analysis, it also aims to complement and make the best use of the respective strengths and capacities of each Organisation.

Building on the longstanding collaboration between the OECD and the Council of Europe, which has notably resulted in the Multilateral Convention on Mutual Administrative Assistance in Tax Matters, a legally-binding international treaty which is now in force in 127 jurisdictions around the world, the MoU also identifies a number of areas for deepened co-operation. Anchored in the shared values and objectives of both organisations, they agree to strengthen their collaboration in strategic areas such as sustainable development, education, environment, gender equality, cybercrime, justice and anti-corruption.

The OECD looks forward to taking this collaboration further and working closely with the Council of Europe to achieve common objectives.
