Exchange of information

The Global Forum and the African Development Bank strengthen their collaboration

03/03/2020 – The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum) visited the Headquarter of the African Development Bank (AfDB) on 3-4 February 2020 to discuss the tax transparency agenda in Africa.

The AfDB is an observer to the Global Forum and a partner of the Africa Initiative. In March 2017, the AfDB Group adopted its Policy on the Prevention of illicit financial flows (IFF). It committed to collaborate with other international partners, including the Global Forum, to assist its regional members to: i) build institutional capacity to strengthen their system of information collection; ii) build human capacity and information technology to analyse information related to tax evasion and IFFs; iii) put in place appropriate legal framework for wider access to information and greater transparency; and iv) promote the implementation of automatic exchange of information. During their visit, Mr. Ervice Tchouata and Mr. Hakim Hamadi, Tax Policy Advisors in the Global Forum Secretariat, led a one-day workshop attended by 32 officials of the AfDB. They also met with Mr. Abdoulaye Coulibaly, Director, Governance and Public Financial Management, Mr. Alan Bacarese, Director, Integrity and Anti-Corruption, and regional representatives of the AfDB to discuss possible collaboration to promote tax transparency and exchange of information in the continent.

In the margin of their visit, a meeting with the General Directorate of Taxes of Côte d’Ivoire was organised to discuss the preparation of the peer review of Côte d’Ivoire, which would be launched in the first quarter of 2020.

More information about the Global Forum and its technical assistance programme can be found on its website. The Global Forum aims to ensure that all jurisdictions adhere to the same high standard of tax transparency and exchange of information. This is done through a robust monitoring and peer review process, as well as by providing technical assistance to member countries.
