SWAC President de Donnea at the 17th CILSS summit

Bamako, Mali, 15 April 2015 Speaking at the 17th CILSS Conference of Heads of State and government, SWAC President François-Xavier de Donnea underlined the progress made in deepening inter-institutional relations between CILSS and ECOWAS, and encouraged to accelerate the process. Moreover, he recalled that CILSS has successfully transformed into a regional centre of excellence covering the whole West African region. Four coastal countries, namely, Benin, Côte d'Ivoire, Guinea and Togo, have recently joined CILSS as members. "I think it is time to formally recognise that CILSS has become de facto a specialised agency for food security and environmental issues for the Sahel and West Africa!", he declared. On the side-lines of the summit, the SWAC president de Donnea and his special representative T. Jean de Dieu Somda met with diplomatic representatives from various SWAC Members and partners (Canada, European Union, France, The Netherlands and the United States). |

Held from 9 to 15 April in Bamako, the CILSS statutory meetings closed with the 17th Conference of Heads of State and government, bringing together the leaders of the thirteen CILSS member states. They reviewed progress and examined recommendations made by the Council of Ministers, in particular on the following issues: the signing of the second revised Convention; the adoption of the 2015-19 programme of work; the adoption of the draft revision proposal of the Regional Food Security Council (CORESA); arrears clearance and increased levels of Member States' contributions; adoption of a proposal for a revised CILSS staff remuneration policy; the appointment of a new internal auditor, and a strategy to accelerate/deepen CILSS-ECOWAS linkages. Since 2010, under the chairmanship of Chad, the organisation initiated a profound reform process resulting in particular in "the normal functioning of the management bodies, the regular holding of statutory meetings, and the modernisation of administrative management tools as well as financial, accounting and human resources." Under the leadership of the CILSS Executive Secretary Adoum Djimé, CILSS has managed to develop a solid reputation as a centre of excellence. Its technical expertise is widely recognised and the CILSS team is expanding. The specialised agency has gradually expanded its membership to coastal countries, and has also attracted many new development projects and programmes in the field of resilience, pastoralism and climate change. For example, the World Bank has designated CILSS as implementation partner for the Regional Support Project for Pastoralism in the Sahel (PRAPS) with a budget of USD 248 million for six beneficiary countries. The 17th conference was preceded by the 22nd Regional Programming and Monitoring Committee (CRPS), held from 9 to 11 April and the 50th session of the Council of Ministers on 13 April 2015. The Malian President Ibrahim Boubacar Keita is the new CILSS chairman. The next Conference of Heads of State and government is scheduled to take place in Nouakchott, Mauritania, in the course of 2017. > find out + |
