I. THEMES

 

The 2006 IMHE General Conference will focus on the challenges of managing issues involving ethics and values in higher education.

 A frequent subject of debate in economic circles, these two notions have been brought into greater prominence by the shifting environment and the changes under way in higher education. Rapid changes in technologies, research and the role of higher education in society raise a range of issues which concern complex concepts of freedom, responsibility, truth, control, limits and which have practical implications for governance, policy and management of higher education institutions.

The 2006 Conference will provide a forum for participants to explore these issues in concrete terms, informed by current research and practice.

Policy-makers, institutional leaders and managers, researchers are invited to respond to this announcement and present their findings and share their ideas and experiences. Papers should not be merely descriptive. The IMHE Governing Board encourages proposals on comparative international research or analysis of relevant innovative practice, not necessarily restricted to higher education institutions.

Your proposal should relate to one of the following sub-themes:

Values, Ethics and Governance in an Institution's Dealings with its External Environment

Proposals might address such questions as:

• How should the values conveyed by an institution be promoted, and how and where can they be expressed?
• How can the search for funding remain consistent with the institution’s values?
• What limits should be placed on the marketing of an institution of higher learning?
• What are the lessons learnt from corporate governance?

Values, ethics and internal management

Proposals might address such questions as:

• What are the roles and responsibilities of boards and board members?
• How should a formal determination of an institution’s values and ethics be presented (codes of conduct)?
• How can an institution’s financial management and human resource management be harmonised with the values and ethics it promotes?

Values, ethics and research

Proposals might address such questions as:

• How are institutions dealing with emerging challenges with regard to values and ethics in research (funding, intellectual property, commercialisation of findings, codes of practice, etc.)?
• What are the potential pitfalls, and what can be done about them?
• What are current practices?
• How can research integrity be ensured?

Values, ethics and teaching

Proposals might address such questions as:

• How can fairer access to higher education be guaranteed?
• Is it the institutions’ responsibilities to minimise drop-out? How can this be achieved?
• Why, and how, should ethical aspects be incorporated into teaching programmes?
• Can high quality teaching be guaranteed for students throughout their studies?

Values, ethics and society

Proposals might address such questions as:

• Does the growing internationalisation of higher education pose a threat to the quality of teaching?
• How can higher education play a greater role in sustainable development?
• How do institutions contribute to their social and geographic environment?
• Is the relevance of courses and programmes a responsibility of institutions?

II. GENERAL INFORMATION

• The General Conference is an international event. The Conference is intended for policy-makers, institutional leaders and academic experts.
• The General Conference will comprise both plenary sessions on the main theme - including keynote speeches and round tables- and parallel discussion groups on the five sub themes.
• Selected papers on each theme will be presented during parallel group sessions. There will be a maximum of two presentations per parallel group.
• The Conference can accommodate about 250 participants. Registration fees are €100 for IMHE members (maximum two persons per member institution at this rate) and €600 for non-members per person, and they include lunches, refreshments and all materials.
• All persons wishing to take part in the Conference must register.

III. SUBMITTING A PROPOSAL

• An abstract (150-250 words) and the completed submission form should be sent to the IMHE Secretariat for review by the Organising Committee by 1 October 2005.
• Proposed papers must address one of the above five themes.
• Abstracts and papers must be submitted in English or in French.
• The General Conference Organising Committee is responsible for selecting papers for presentation and for allocating them to a programme session.
• Authors will receive notification of acceptance of their abstracts by 1 December 2005.
• Completed papers must be submitted to the IMHE Secretariat by 15 February 2006.

 

IV. PRESENTATION

• Completed papers should not exceed 5000 words.
• Authors of papers selected will be expected to make a presentation of their findings not exceeding 15 minutes. This will be followed by discussion.
• Further information will be sent to those authors whose abstracts are selected. Please refer to the guidelines for authors.
• Unless you indicate otherwise the full texts of all selected proposals will be considered for publication in the IMHE Journal Higher Education Management and Policy. The authors of papers retained for publication will then be contacted by the journal Editor.
