POLICY ISSUES AND CHALLENGES

This report contains the proceedings of the OECD Workshop on Environmentally Harmful Subsidies (Paris, 7-8 November 2002). This workshop brought together, for the first time, academic, industry and government experts on subsidies to agriculture, fisheries, energy, industry, transport, forestry and water resources — to take stock of both the available information on subsidies and current understanding of their environmental impacts.
The workshop identified numerous technical issues and policy challenges that need to be addressed in pursuing the reform of environmentally harmful subsidies, and highlighted the need to develop a common framework to define and measure subsidies.
A policy "checklist" was presented as a potentially valuable tool to help identify those subsidies whose removal would benefit the environment.
