- Michael Fruhmann

Head of Unit, Federal Chancellery, Austria


Head of unit in the Constitutional Service of the Austrian Federal Chancellery, Mr. Michael Fruhmann represents the Republic of Austria in the Council Working Group on "Economic Questions" (Public Procurement) and "Horizontal Questions - Competitiveness" (Better Regulation). He is permanent agent of the Republic of Austria at the European Court of Justice (ECJ); Austrian delegate to the Advisory Committee on Public Procurement of the European Commission; responsible for the transposition of public procurement directives; member of the "Bundesvergabeamt" (Public Procurement Review Authority); lecturer at various other organisations (inter alia EIPA); author of several papers and articles on various topics of Community law, Member of the "Mandelkern Group", the High Level Group on Better Regulation of the European Commission and Peer in the EU-OECD project on Better Regulation in EU Member States.













- Francisco Gaetani

Deputy Executive Secretary, Ministry of Planning, Budget and Management, Brazil


Francisco Gaetani has been Deputy Executive Secretary at the Ministry of Planning, Budget and Management since February 2008. He was previously Management Secretary from 2007 to 2008. He worked at UNDP (2003-07) as the Representative’s Adviser and UN Ambassador in Brazil. In 2005 he was in charge of the Government area of UNDP and, in 2006-07, was the General Coordinator of the UNDP Program in Brazil. In 2002, he was Forming Director at the School of Public Administration – ENAP and Director of the School of Government of Minas Gerais/João Pinheiro Foundation – JPF (1993-97). He was Academic Planning Adviser at the Federal University of Minas Gerais - UFMG (1990-93), Project Manager of JPF (1986-88), Planning Adviser of Vale do Rio Doce Company (1985-86) and Project Manager at the Secretariat for Employment and Social Action of Minas Gerais (1981-84). He graduated in Economics at UFMG (1980) and specialised in Municipal Planning (IBAM-1984), Administration (IEAD/COPPEAD-1985) and Public Management (ENAP-1988-1990). He holds a Masters Degree in Public Administration and Public Policies from the London School of Economics (1998), and a PhD in Public Administration also from LSE (2005).









- Clive Grace

Chair, Local Better Regulation Office, United Kingdom


Dr. Clive Grace is Chair of the Local Better Regulation Office, a non departmental public body with a  mission to secure improved local regulation of business  in accordance with the principles of better regulation. He is also the Chair of the Research Councils’ Shared Services Centre, a Board member of Nominet, and an Honorary Research Fellow at Cardiff Business School, within a portfolio of private and public sector roles. Until 2005 he was the Deputy Auditor-General for Wales, and prior to that he was chief executive of Torfaen County Borough Council. He is a qualified lawyer, and has a doctorate from the University of Oxford, a master's degree from the University of California, a bachelor's degree from the University of Birmingham, and a management qualification from the Open University.












- Collin Dimakatso Mashile

Head of Unit, Policy Development and Research: Markets and Competition Division, Independent Communications Authority of South Africa (ICASA) (TBC)


Mr. Mashile is an electronic communications sector expert and professional that has established a track record of competencies and strengths in Broadcasting, Postal and Telecommunications strategy; policy analysis, formulation and development; regulation and research. He is currently Head of Unit at the Independent Communications Authority of South Africa (ICASA) and has carried out a regulatory impact analysis of ICASA’s regulatory practices. He is also acting General Manager at the Markets and Competition Division of ICASA. In 2007, he was advisor to the Board of ICASA and Senior Manager on markets and competition. In 2005-06 is was Manager for Postal Regulatory Policy. Prior to this, from 1996-2000, he was Policy Researcher at the ICASA Broadcasting Policy Unit. Mr. Mashile holds a Master of Communications Management degree (MBA in Telecom) from the University of Strathclyde Business School, Scotland.









- Thomas Held

Director, Avenir Suisse, Switzerland


Thomas Held is Managing Director of Avenir Suisse, a think tank for economic and social policy in Switzerland. Avenir Suisse was founded in 2000 by 14 of the largest Swiss Multinationals and is now financed by 80 private and business sponsors. Thomas Held holds a Ph.D. degree in sociology and German literature. He previously ran his own consultancy company, working mainly for the publishing industry in Germany. From 1992 to 2000 he was CEO of the owner-organization which realized the Lucerne Culture and Congress Centre KKL with its famous concert hall. Prior to that, he worked at Hayek Engineering and in various positions in the publishing companies such as Ringier AG of Switzerland and Badischer Verlag in Germany.
