Promoting rural development poses numerous policy and governance challenges because it requires co-ordination across sectors, across levels of government and between public and private actors. The multi-disciplinary nature of rural development has contributed to the lack of comprehensive analytical frameworks to analyse and evaluate multisectoral, place-based approaches.

To fill this knowledge gap, the OECD co-operates with stakeholders worldwide through the Territorial Development Policy Committee (TDPC) and its Working Party on Territorial Policy in Rural Areas. Under TDPC’s guidance the Directorate of Public Governance and Territorial Development (GOV) launched a series of national rural policy reviews and rural development policy conferences to deepen the knowledge of rural development.

At the 8th OECD Rural Development Conference Innovation and Modernising the Rural Economy, held in Krasnoyarsk, Russia on 3-5 october 2012,  high-level speakers, policy officials and experts examined and debated new policy options for rural areas. The conference encouraged dialogue among key policy officials and provided the opportunity to strengthen existing networks and foster knowledge-sharing on rural policy across the OECD.
