    Promoting Clean Urban Public Transportation and Green Investment in Kazakhstan

    This report discusses the main results of a project on how to reduce air pollution from urban public transport in Kazakhstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kazakhstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

    Supporting Entrepreneurship and Innovation in Higher Education in Ireland

    This report presents evidence-based analysis on Ireland’s higher education transformation process towards an innovative, interconnected and multidisciplinary entrepreneurial system, designed to empower its students and staff to demonstrate enterprise, innovation and creativity in teaching, research and societal engagement. Using the OECD-European Commission HEInnovate guidance for the entrepreneurial and innovative higher education institution, the report assesses strategies and practices for entrepreneurship and innovation in Ireland’s higher education institutions and the systemic support provided by government.Higher education institutions play a critical role in Ireland’s economy and innovation system, which is based on a strong and growing engagement agenda with industry and local communities, the emergence of new learning environments and strong multidisciplinary research teams. This report offers practical recommendations on how Ireland can enhance and sustain the outcomes.

    Improving Domestic Financial Support Mechanisms in Moldova's Water and Sanitation Sector

    The water supply and sanitation (WSS) sector in Moldova is not financially sustainable: tariffs do not typically cover operational costs and capital investments are heavily funded by external development partners. This report analyses several options for streamlining and strengthening domestic financial support mechanisms (DFSMs) in terms of both supply and demand, discusses different scenarios and recommends a number of actions to ensure effective DFSM implementation, notably: 1) sufficient investment for the implementation of targets and obligations set in the national strategies, the Association Agreement with the EU, as well as Moldova’s international commitments (water-related Sustainable Development Goals, and the 'Water-to-all' commitment); 2) the financial sustainability of operators; and 3) the affordability of WSS services for end-users, especially low-income segments of the population.

    Gender Policy Delivery in Kazakhstan

    Kazakhstan has made important gains in gender equality over the past decade, but gaps still remain. This OECD Review of Gender Policy Delivery in Kazakhstan comes at a moment when Kazakhstan is developing a new Gender Equality and Family Policy up to 2030 which seeks to enable equality of rights, benefits, responsibilities, and opportunities for men and women in all areas of social life, and eliminate all forms of gender discrimination. This review examines the institutional, policy-making and accountability frameworks for advancing and sustaining gender equality and mainstreaming initiatives. It provides actionable policy recommendations based on international good practice and the highest standards of performance, with a view to supporting Kazakhstan’s new policy.

    Employment and Skills Strategies in Turkey

    This report on Turkey takes a case study approach, analysing the management and implementation of policies in the provinces of Kocaeli and Trabzon. It provides a comparative framework to understand the role of the local labour market policy in matching people to jobs, engaging employers in skills development activities, as well as fostering new growth and economic development opportunities. It includes practical policy examples of actions taken in Turkey to help workers find better quality jobs, while also stimulating productivity and inclusion.

    Libérer le potentiel des jeunes entrepreneurs dans les pays en développement - De la subsistance à la performance

    La pression démographique et la forte augmentation de la population jeune posent un défi majeur en matière d'emploi, exacerbé par la création insuffisante d'emplois, la rareté des opportunités d'emploi salarié formel et la vulnérabilité sur le lieu de travail. Encourager l'entrepreneuriat jeune a par conséquent pris de l'importance dans l'agenda politique de développement au niveau national et global. Cet ouvrage vise à contribuer au débat actuel sur le rôle de l'entrepreneuriat jeune dans la création d'emplois dans les pays en développement. Il se fonde sur l'analyse d'enquêtes sur la main-d'œuvre et les entreprises réalisées en Côte d'Ivoire, à Madagascar, au Pérou et au Viet Nam, ainsi que sur des évaluations de l’impact de programmes d'entrepreneuriat. Par ces résultats, le rapport enrichit le débat global sur l'entrepreneuriat jeune sur trois plans. Premièrement, il permet de saisir les situations réelles et les multiples visages des jeunes entrepreneurs dans une sélection de pays en développement. Deuxièmement, il fournit de nouvelles données empiriques sur les déterminants de la performance de l'entrepreneuriat jeune. Enfin, il propose une feuille de route politique basée sur les leçons apprises de méta-analyses récentes sur l'efficacité des programmes d'entrepreneuriat.

    OECD Integrity Review of Coahuila, Mexico - Restoring Trust through an Integrity System

    This report provides recommendations to leverage the full potential of Coahuila’s Local Anti-corruption System by identifying weaknesses and areas for improvement. It provides a comprehensive assessment of the state’s integrity system, analyses efforts made to build a culture of integrity in the state public administration, as well as the extent to which Coahuila’s internal control and transparency mechanisms enable effective accountability. Furthermore, the Review focuses on an activity prone to corruption, public procurement. In particular, the report emphasises the risk of implementation gaps, which will need to be addressed to result in real impact for the economy and society. If effective, Coahuila’s Local Anti-corruption System has the potential to substantially transform the anti-corruption architecture of the State Government.

    OECD Reviews of Labour Market and Social Policies: Costa Rica

    Costa Rica has recorded many social and economic achievements and currently enjoys one of the highest levels of well-being in the OECD. But progress has come to a standstill in most recent years and challenges have emerged along several social and labour market dimensions. Existing policies are outdated and no longer effective in today’s dynamic, export oriented economy which requires greater flexibility and more high skilled workers. How can Costa Rica better respond to the challenges of technological change and globalisation whilst minimising the transition costs it endures as it moves to a higher and a more sustainable path to inclusive growth? This report provides comprehensive analysis of Costa Rica’s policies and practices compared with best practice in the field of labour, social and migration from across the OECD and other countries in the Latin American region.  It contains several recommendations to tackle key challenges facing Costa Rica, including low labour utilisation, increasing inequality, high poverty and high-risk of economic exclusion especially of the low skilled and migrants.  This report will be of interest in Costa Rica as well as other countries looking to promote a more dynamic and an inclusive economy.

    Preventing Ageing Unequally

    This report examines how the two global mega-trends of population ageing and rising inequalities have been developing and interacting, both within and across generations. Taking a life-course perspective the report shows how inequalities in education, health, employment and earnings compound, resulting in large differences in lifetime earnings across different groups. It suggests a policy agenda to prevent, mitigate and cope with inequalities along the life course drawing on good practices in OECD countries and emerging economies.
