The Netherlands today is prosperous, but its future success is not assured.  The Netherlands owes its success in no small part to actions it has taken in the past to develop a highly skilled population. Given the profound economic and social transformation that the Netherlands is currently undergoing, skills will be even more important for success in the future.  The Dutch education system and the skills of the Dutch population are strong overall. Therefore many of the opportunities for further improving the skills outcomes of the Netherlands are to be found in areas of society where the government has more limited influence, such as the workplace and community. As a consequence, achieving the Netherlands’ skills ambitions will require a whole-of-society approach.The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

This 2017 edition of OECD Research and Development Expenditure in Industry provides statistical data on R&D expenditure broken down by industrial and service sectors. Data are presented in current and constant USD PPP values. Coverage is provided for 31 OECD countries and four non-member economies. The coverage of ANBERD includes multiple sectors, with extended coverage of service sectors according to ISIC Revision 4 classification. This publication is a unique source of detailed internationally-comparable business R&D data, making it an invaluable tool for economic research and analysis.

Chile’s education system can foster stronger economic, democratic and social development in the country. There are significant macroeconomic benefits to education, such as increased productivity. That said, individuals tend to benefit the most from high-quality, equitable education systems.In 2004, the OECD performed a review of national education policies and an analysis of the Chilean education system. This review aims to identify key changes in the Chilean education system mainly from 2004-16, in order to analyse where education in Chile stands today and offer recommendations to help provide better education opportunities for all Chileans in the coming years. The review therefore examines different areas of education policy in Chile, from early childhood education and care (ECEC) to higher education.

This report presents evidence-based analysis of current strategies and practices in higher education institutions (HEIs) in Hungary towards a value-creating use of knowledge resources for innovation and entrepreneurship. The analysis and recommendations are highly relevant for policy makers and HEI leaders in other countries. Increased attention to innovation and entrepreneurship both from public policy actors and HEI leadership has triggered an incremental change process in the organisational culture of HEIs and a new approach to education and research for students and staff. HEInnovate is a joint initiative of the European Commission and the OECD to promote the innovative and entrepreneurial higher education institution across Europe and beyond (www.heinnovate.eu).

The 2030 Agenda for Sustainable Development, adopted by world leaders at the United Nations on 25 September 2015, sets out an ambitious action plan to improve the lives of people everywhere. On 14 February 2017, the Polish government adopted its Strategy for Responsible Development, which sets out over 700 actions to increase the income of Polish citizens and strengthen social, economic, environmental and territorial cohesion within the country. With its Strategy for Responsible Development, Poland has taken an important first step towards tackling all these issues. But achieving the SDGs will be a long journey with many hurdles, during which Poland will regularly have to adapt its strategies, actions plans and policy measures and refresh the commitment of all stakeholders. Exchanging experiences with other countries throughout the process on what works and what doesn’t can help the country successfully navigate this journey.

La Suisse a travaillé à l'amélioration de la performance environnementale de l'agriculture, de l'énergie et des transports. Le pays a l'une des plus basses intensités en gaz à effet de serre de l'OCDE, et s'est montré très innovant dans la réhabilitation de ses rivières. Cependant, les pratiques de consommation peu durables de la population et les quantités de déchets urbains qui en découlent, ainsi que le nombre d'espèces menacées , sont préoccupants. En tant que pôle financier, la Suisse a un rôle clé à jouer dans la promotion de la finance verte.Ce rapport est le troisième examen environnemental de la Suisse. Il évalue ses progrès en matière de développement durable et de croissance verte, avec des chapitres détaillés sur le traitement des eaux  et sur la conservation et l'utilisation durable de la biodiversité.

L’évaluation ex post est importante pour mieux atteindre les objectifs des politiques des transports. On l’utilise à différentes fins, en premier lieu pour améliorer l’évaluation ex ante. Les exemples les plus notables de son application systématique, au demeurant rare, sont exposés dans ce rapport.
La raison pour laquelle il n’y est pas davantage recouru tient notamment à plusieurs problèmes de méthodes et de données. Plusieurs pistes ont été explorées pour y remédier, avec l’élaboration de méthodes statistiques avancées, la création d’observatoires des transports chargés de conserver des données autrement perdues et la réalisation d’études consistant à comparer les pratiques établies dans des territoires similaires en matière d’investissement et d’action publique.
On trouvera dans ce rapport des exemples de bonnes pratiques, ainsi qu’une réflexion sur les potentialités offertes par différentes approches et sur la manière de les rendre complémentaires.
 

Ce rapport propose une analyse approfondie et fondée sur des données probantes des initiatives menées en matière de gouvernement ouvert et des obstacles que les pays doivent surmonter pour mettre ces initiatives en œuvre et les coordonner. Il examine également les nouvelles tendances dans les pays membres de l’OCDE, ainsi que dans certains pays d’Amérique latine, de la région MENA et d’Asie du Sud-Est. À partir de l’Enquête 2015 de l’OCDE sur la coordination de l’ouverture de l’administration et l’association des citoyens au cycle de l’action publique, ce rapport met en évidence de futurs axes de travail, et notamment l’action à mener pour mobiliser et associer toutes les branches de l’administration et tous les niveaux d’administration, afin de passer d’un gouvernement ouvert à un État ouvert ; la contribution que les principes et les pratiques du gouvernement ouvert peuvent apporter aux Objectifs de développement durable des Nations Unies ; le rôle des médias dans la création d’un environnement favorable pour les initiatives liées au gouvernement ouvert ; et le rôle croissant des institutions infranationales dans la mise en œuvre de réformes couronnées de succès en matière de gouvernement ouvert.
