    Coûts prévisionnels de production de l'électricité 2010

    Ce rapport conjoint de l’Agence internationale de l’énergie (AIE) et de l’Agence de l'OCDE pour l’énergie nucléaire (AEN) est la septième d’une série d’études consacrées aux coûts de production d’électricité. Elle présente les données les plus récentes disponibles sur un large éventail d'énergies et de technologies, notamment le charbon et le gaz (avec et sans capture du carbone), le nucléaire, l’hydro-électrique, l’éolien (à terre et en mer), la biomasse, le solaire, l’énergie des vagues et l’énergie marémotrice, ainsi que la production combinée de chaleur et d’électricité. Elle indique les coûts moyens actualisés de l’électricité (LCOE, levelised costs of electricity) par MWe pour près de 200 centrales, sur la base de données couvrant 21 pays (dont quatre pays importants non-membres de l’OCDE), ainsi que plusieurs sociétés industrielles et organisations. Pour la première fois, le rapport contient une analyse de sensibilité approfondie de l’impact sur le LCOE de la variation des principaux paramètres, tels les taux d’actualisation, les prix des énergies et les coûts du carbone. D’autres impacts sur les choix en matière de production d’électricité sont également étudiés. L’étude montre que la compétitivité des différentes technologies de production d’électricité dépend d’un certain nombre de facteurs qui peuvent varier d’un pays, voire d'une zone géographique à l’autre. Les lecteurs trouveront tous les détails et des analyses complètes, étayées par plus de 130 illustrations et tableaux, dans ce rapport qui devrait constituer un outil précieux pour les décideurs et les chercheurs intéressés par les politiques énergétiques et le changement climatique.

    Peaches and Nectarines

    This book provides a series of standards regarding the quality, sizing, presentation, and marking of peaches and nectarines in international trade.   It comprises explanatory notes and illustrations to facilitate the common interpretation of the standard in force and is is published within the framework of the Scheme for the Application of International Standards for Fruit and Vegetables established by OECD in 1962. This edition illustrates the revised standard text and new trends in international trade; updates the quality requirements for peaches and defines the quality parameters for nectarines. It  therefore is a valuable tool for the inspection authorities, professional bodies and traders interested in the international trade in peaches and nectarines.

    OECD Review of Agricultural Policies: Israel 2010

    Israel’s agriculture is unique amongst developed countries in that land and water resources are nearly all state-owned and that agricultural production is dominated by co-operative communities. Israel is a world leader in agricultural technology, particularly in farming in arid conditions. This Review measures support provided to Israeli agriculture and evaluates the effectiveness of current agricultural policy measures. Israel has made progress in removing policies that distort trade, and resource allocation and support to agriculture is lower than the OECD average. However, the government still plays an important role. The report suggests further agricultural policy reforms to reduce costs for consumers and taxpayers and to improve the efficiency of current policy measures.A special focus of the report is the environmental performance of Israeli agriculture. This is already an issue with scarce land and water resources, accentuated by the overarching issue of climate change. The Review examines agriculture’s performance with respect to water resources and pollution, soils, biodiversity, air emissions and climate change. It concludes that strengthening policy coherence, especially in improving the management of water resources in agriculture, is important.

    Nuclear Production of Hydrogen - Fourth Information Exchange Meeting, Oakbrook, Illinois, USA , 14-16 April 2009

    Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable energy carrier in the 21st century. This report describes the scientific and technical challenges associated with the production of hydrogen using heat and/or electricity from nuclear power plants, with special emphasis on recent developments in high-temperature electrolysis and the use of different chemical thermodynamic processes. Economics and market analysis as well as safety aspects of the nuclear production of hydrogen are also discussed.

    OECD Territorial Reviews: Venice, Italy 2010

    This Review of Venice, Italy, offers a comprehensive assessment of the city-region’s economy and the extent to which its land use, labour market and environmental policies embrace a metropolitan vision. A new understanding of the provinces of Padua, Treviso and Venice as an interconnected city-region of 2.6 million people guides this study. Venice ranks as among the most dynamic and productive city-regions in the OECD, with high employment levels and growth rates. Though it has thrived on a model of small firms and industrial clusters, it is undergoing a deep economic transformation. Venice confronts growing environmental challenges as a result of rising traffic congestion and costly infrastructure pressures, exacerbated by sprawl. Demographics are also changing, due to ageing inhabitants, immigrant settlement and the rapid depopulation of the historic city of Venice.  This report offers a comparative analysis of these issues, utilising the OECD’s metropolitan database to benchmark productivity and growth. It draws on regional economics, urban planning, transportation studies and hydrology to throw light on the changes within the city-region. In light of planned inter-city rail extensions, the Review calls for programmes to increase economic synergies between Venice and its neighbours. It evaluates key tools for promoting economic growth and metropolitan governance and proposes enhanced co-ordination of land use policies, additional business development services for small and medium-sized businesses, and the enlargement of university-linked innovation. Given frequent flooding, the report appraises the quality of metropolitan water governance and Venice’s potential to become a powerful reference for climate change adaptation.

    Climate Change and Agriculture - Impacts, Adaptation and Mitigation

    Climate change is likely to have significant impacts on the agricultural sector to which farmers will have to adapt. While agriculture is a significant contributor to greenhouse gas emissions, it is also a source of carbon storage in soils. This report examines the economic and policy issues related to the impacts of climate change on agriculture and adaptation responses and to the mitigation of greenhouse gases from agriculture. It outlines research undertaken and underway in other national and international research agencies. It also highlights some of the knowledge gaps on the impacts of climate change on food production and the uncertainties of those impacts in a global context that warrant further research efforts. In particular, the report analyses marginal abatement cost curves, which show the relative costs of achieving reductions in greenhouse gas emission through the implementation of different actions in the agricultural sector. The aim of the report is to help guide policy makers in the design of policies to address climate change issues in agriculture.

    Nuclear Energy

    Almost one quarter of global electricity could be generated from nuclear power by 2050, making a major contribution to cutting greenhouse gas emissions. This is the central finding of the Nuclear Energy Technology Roadmap, published today by the International Energy Agency (IEA) and the OECD Nuclear Energy Agency (NEA). Such an expansion will require nuclear generating capacity to more than triple over the next 40 years, a target the roadmap describes as ambitious but achievable.

    Lignes directrices pour des mesures agroenvironnementales efficaces

    L’amélioration de la performance environnementale de l’agriculture est une priorité dans les pays de l’OCDE et dans de nombreux pays non membres de l’OCDE. Elle sera une préoccupation croissante à l’avenir étant donné les pressions qui s’exerceront pour nourrir une population mondiale en augmentation avec des ressources en terres et en eau limitées. Les politiques ont un rôle important à jouer lorsque les marchés sont inexistants ou fonctionnent mal pour de nombreux résultats environnementaux de l’agriculture.L’étude porte sur la conception et la mise en œuvre de normes et réglementations environnementales, d’écotaxes, de paiements environnementaux et de systèmes de permis négociables pour traiter les problèmes agroenvironnementaux. Elle aborde la question du choix des instruments d’action et de la conception d’instruments spécifiques, dans le but d’identifier ceux qui sont les plus efficaces par rapport à leur coût dans des situations très différentes d’un pays de l’OCDE à l’autre.Les conclusions fondamentales qui se dégagent de cette étude sont qu’il n’existe pas d’instrument particulier qui laisse les pouvoirs publics espérer atteindre tous les objectifs agroenvironnementaux ; que l’efficacité des dispositifs de paiement pourrait être améliorée en ayant recours à des mesures fondées sur les résultats ; et qu’il est nécessaire que les combinaisons d’instruments comportent des instruments de politique qui se complètent et ne soient pas incompatibles.
