    Compact City Policies - A Comparative Assessment

    This book examines the concept of the compact city and the implication of the current urban context for compact city policies. It explores their potential outcomes, particularly in terms of how it can contribute to Green Growth and looks at developing indicators to monitor compact city and track policy performance. It reviews compact city policies currently being implemented across the OECD in relation to the pursuit of Green Growth objectives and provides ideas to achieve better outcomes. And it assesses the key governance challenges faced by decision-makers as they seek to implement practical compact city strategies. This report is thus intended as 'food for thought' for national, sub-national and municipal governments as they seek to address their economic and environmental challenges through the development and implementation of spatial strategies in pursuit of Green Growth objectives. It also illustrates best practices (which present key elements of successful compact city policies) based on empirical evidence that can be shared across OECD member countries.

    Actinide and Fission Product Partitioning and Transmutation - Eleventh Information Exchange Meeting, San Francisco, California, USA, 1-4 November 2010

    In order to provide experts with a forum to present and discuss developments in the field of partitioning and transmutation (P&T), the OECD Nuclear Energy Agency (NEA) has been organising, since 1990, a series of biennial information exchange meetings on actinide and fission product P&T. These proceedings contain all the technical papers presented at the 11th Information Exchange Meeting, which was held on 1-4 November 2010 in San Francisco, California, USA. The meeting covered national programmes on P&T; fuel cycle strategies and transition scenarios; waste forms and geological disposal; transmutation fuels and targets; pyro and aqueous processes; transmutation physics and materials; and transmutation system design, performance and safety.

    Aider les pays partenaires à renforcer leurs capacités - Douze leçons tirées des examens par les pairs réalisés par le CAD

    Sur la période allant de 2006 à 2010, le renforcement des capacités a été traité comme un thème particulier dans 19 examens par les pairs, compte tenu de son importance croissante dans le domaine de la coopération pour le développement. En outre, la manière dont les membres du CAD soutiennent le renforcement des capacités dans les pays partenaires a été étudiée dans de nombreux autres processus d’examen par les pairs dans le cadre de l’efficacité de l’aide. Ce rapport met en évidence les thèmes et enseignements communs de ces examens relatifs au renforcement des capacités, notamment la coopération technique, qui est l’une des principales formes de l’aide apportée par les membres du CAD aux pays partenaires. Les leçons concernent principalement la façon dont les membres du CAD peuvent adapter leurs pratiques, notamment dans le domaine de la coopération technique, afin d’aider plus efficacement les pays partenaires à développer leurs propres capacités. Le rapport comprend des exemples de pratiques et d’expériences des membres du CAD et décrit les défis que les donneurs auront encore à relever pour améliorer leurs pratiques dans le domaine du soutien au renforcement des capacités.

    Energy Policies of IEA Countries: United Kingdom 2012

    The United Kingdom is preparing for a deep decarbonisation of its energy system. The country has decided to halve its greenhouse gas emissions from 1990 to 2027 and to cut them by a total of 80% by 2050. For this to happen, significant private-sector investment in new energy infrastructure is needed. As it seeks concrete solutions to the low-carbon investment challenge, the United Kingdom is leading by example. The UK’s proposed Electricity Market Reform is a pioneering effort that will be closely observed by other countries. Ideally, this complex and ambitious reform would in the long run lead to a more liberalised marketplace in which low-carbon power generation technologies compete to deliver innovative and least-cost outcomes. Security of supply remains a key focus of energy policy. Fossil fuel production in the United Kingdom has peaked, and a fifth of the country’s ageing power generating capacity will have to be closed this decade. However, oil and gas imports are well diversified, and the government intends to promote various technologies to generate low-carbon electricity – renewable and nuclear energy and carbon capture and storage. More efficient energy use is essential to both decarbonisation and energy security. The Green Deal programme, which the UK plans to launch later this year, aims to improve energy efficiency in buildings and public spaces. The programme has the potential to help energy consumers overcome economic challenges, but for it to succeed, the general public must be sufficiently aware of its benefits.

    Policy Priorities for International Trade and Jobs

    Launched and co-ordinated by the OECD, the International Collaborative Initiative on Trade and Employment (ICITE) is a two-year old joint undertaking of ten international organisations. Under ICITE, a broad research agenda focusing on the interaction between trade and employment has been implemented. This book brings together some of the results of that research.  Opening with an overview chapter from the OECD, the book continues with papers covering 1)trade, wages and employment, 2) trade and services, 3) trade and working conditions, and 4) regional trade perspectives.

    Perspectives de l'environnement de l'OCDE à l'horizon 2050 - Les conséquences de l'inaction

    Ces dernières décennies, l’humanité a bénéficié d’une croissance et d’une prospérité sans précédent ; la taille de l’économie mondiale a plus que triplé depuis 1970, tandis que la population de la planète augmentait de plus de 3 milliards de personnes pour atteindre 7 milliards aujourd’hui. Or cette croissance s’est accompagnée d’une pollution de l'environnement et d’un épuisement des ressources naturelles qui pourraient bien, à terme, compromettre le développement humain. Si la protection de l'environnement et la conservation des ressources naturelles continuent de figurer parmi les grandes priorités de l’action publique, de nombreux pays doivent aussi faire face à une croissance économique en berne, des finances publiques sous haute tension et des taux de chômage élevés. Pour s’attaquer à ces défis pressants tout en répondant aux besoins des plus de 9 milliards d’habitants que devrait compter le monde en 2050, il est indispensable de trouver de nouvelles sources de croissance, plus « vertes ».« Que réservent les quatre décennies à venir ? » : telle est la question posée par les Perspectives de l’environnement de l’OCDE à l’horizon 2050. Cette étude, qui s’appuie sur les travaux de modélisation menés conjointement par l'OCDE et l’Agence d’évaluation environnementale des Pays-Bas (PBL), se projette dans l'année 2050 pour imaginer quelles répercussions les tendances économiques et démographiques pourraient avoir sur l'environnement si le monde n’adopte pas de politiques vertes plus ambitieuses. Elle cherche aussi à déterminer quelles politiques seraient susceptibles d’améliorer ces perspectives. Les principaux domaines abordés sont le changement climatique, la biodiversité, l’eau et les effets de la pollution sur la santé, quatre défis environnementaux majeurs identifiés dans les Perspectives de l'environnement à l’horizon 2030 (OCDE, 2008) comme des « feux rouges » nécessitant une attention urgente.
