    Inclusive Growth in Seoul, Korea

    This report, undertaken within the framework of the OECD Champion Mayors for Inclusive Growth initiative, assesses inclusive growth trends and challenges in the Seoul metropolitan area. The analysis goes beyond income to assess the barriers faced by specific groups - non-regular workers, youth, women, the elderly and migrants - across four dimensions: education, labour market, housing and the urban environment, and infrastructure and public services. The study then takes a closer look at two major policy efforts by the Seoul Metropolitan Government to advance inclusive growth. The study analyses the city’s efforts to ensure that strategies to address climate change also protect and benefit the most vulnerable populations, notably through the Promise of Seoul, which puts citizen welfare and social inclusion at the heart of the city’s efforts to tackle climate change. The study also assesses the efforts of city authorities to level the playing field for small firms and entrepreneurs through its Economic Democratisation Agenda.

    OECD Development Co-operation Peer Reviews: Korea 2018

    Korea is often cited as a leading example of how sound economic policies can drive growth and development, blazing a trail from poverty to advanced industrialisation throughout the 1970s and 1980s. Building on its reputation as a development success, Korea now plays a highly valued role on the global stage, sharing its knowledge with others and helping to bridge the divide between developing and developed country interests. Among other issues, this review looks at how Korea shares its own impressive development experience with others and how it is dealing with key challenges in co-ordinating grants and loans across government. It also explores how Korea is expanding its aid programme to work on new priorities such as assistance to fragile and crisis-affected countries.

    OECD Urban Policy Reviews: Viet Nam

    This report provides a comprehensive assessment of Viet Nam’s urban policies and analyses how national spatial planning for urban areas, along with specific sectoral policies, directly and indirectly affect Viet Nam’s urban development. It points to a number of policy areas which Viet Nam can tap into, in order to fully capitalise on the unique opportunities that its urbanisation process may bring about, including urban transport, housing, land, the quality of urban environment, and urban green growth. The review also assesses the efficiency and effectiveness of current urban governance arrangements, and makes recommendations for Viet Nam to develop an attractive and well-managed system of large and medium-sized cities, thereby contributing to achieving its sustainable development objectives.

    Mobilising Finance for Climate Action in Georgia

    This report discusses key issues surrounding finance mobilisation for achieving Georgia’s climate change and green growth targets, and new investment opportunities for developing its capital market. The report focuses particularly on finance for climate change mitigation from various sources – private and public, national and international – but remains relevant for other issues around the country’s green growth agenda, such as energy productivity, air pollution prevention, climate change adaptation, better waste management, conservation of natural resources, and the technologies and innovations that help tackle these issues.

    Energy Policies Beyond IEA Countries: Chile 2018

    Chile’s energy policy has evolved dynamically in recent years. In response to changes in the domestic and international environment, significant institutional and policy reforms as well as major infrastructure projects have been carried out. The National Energy Policy 2050 was adopted in 2015, following an exceptionally inclusive public consultation. The electricity sector, in particular, has developed quickly.This second review of Chile’s energy policies by the International Energy Agency finds that the country has emerged as a world-class destination for solar and wind energy developers. New legislation encourages investment in generating capacity across the electricity sector. The expanded role of the state in energy planning has helped to boost project development, especially in electricity transmission. The country now also has an interconnected national electricity system.Integrating growing shares of variable renewable energy requires a flexible power system. More transmission infrastructure, storage, and demand-side response are needed. The government should now ensure that the electricity market design and infrastructure facilitate the integration of solar and wind power. By exploiting its vast renewable energy potential, Chile can help reduce electricity prices and dependency on fuel imports.Renewables and energy efficiency can also help limit carbon emissions and air pollution. Chile should make more use of mandatory energy performance standards for products, equipment, vehicles and buildings. Efficient and clean use of firewood and alternative heating technologies can be supported through policies, regulation and financial incentives. Energy and climate aspects should also be an integral part of the long-term policies for transport and urban development.

    L'édition annuelle des Statistiques de la population active fournit des statistiques détaillées sur la population active, l'emploi et le chômage, décomposées par sexe, situation dans la profession et secteur d'activité; il y a aussi des séries sur la durée du chômage et le travail à temps partiel. Pour chaque pays, les taux d'activité et de chômage sont ventilés par sexe et tranche d'âge. Des tableaux comparatifs permettent d'analyser les principales composantes de la population active. Les données y sont disponibles pour chaque pays membre de l'OCDE et pour OCDE-Total, Zone euro et l'Union Européenne . Les séries chronologiques présentées sont disponibles sur dix ans pour la plupart des pays. Cette édition comprend également des informations sur les sources et définitions qu'utilisent les pays membres pour compiler ces statistiques.

    Making Blended Finance Work for the Sustainable Development Goals

    The global community has spoken loud and clear: more resources must be mobilised to end extreme poverty and mitigate the effects of climate change. Blended finance - an approach to mix different forms of capital in support of development - is emerging as an important solution to help raise resources for the Sustainable Development Goals in developing countries. But scaling up blended finance without a good understanding of its risks could have unintended consequences for development co-operation providers. This report presents a comprehensive assessment of the state and priorities for blended finance as it is being used to support sustainable development in developing countries.  It describes concepts and definitions, presents an overview of actors and instruments, and discusses lessons learned from blending approaches, tracking and data, and monitoring and evaluation. Its findings and recommendations are useful for policy makers and practitioners.

    Mieux prévenir les inondations de la Seine en Île-de-France - Progrès réalisés et enjeux pour l'avenir

    Le risque d’inondation de la Seine en Île-de-France constitue un risque majeur. L’OCDE estimait en 2014 qu’une inondation comparable à la crue historique de 1910 pourrait affecter jusqu'au 5 millions de citoyens et causer de 3 à 30 milliards d’euros de dommages directs selon les scénarios. Cette publication suit les progrès réalisés depuis 2014 et identifie les défis restants.

    Partenariats public-privé pour les infrastructures de transport - Renégociation et résultats économiques

    Les partenariats public-privé (PPP) constituent un moyen important d’associer le secteur privé au financement, au déploiement et à la gestion des infrastructures. La renégociation fait partie intégrante de tout PPP, mais l’on n’y accorde pas la même importance partout dans le monde. Utilisée à bon escient, elle permet d’adapter les termes du contrat en cas d’imprévu étranger aux parties. Le risque existe aussi qu’il y soit recouru pour revenir sur l’équilibre coûts-avantages du PPP tel qu’il avait été initialement défini.
    L’objet de ce rapport est de passer en revue les formes de renégociation de PPP observées dans diverses régions du monde et à différentes époques afin d’aider à mieux comprendre à quel moment l’exercice est souhaitable ou non. La conclusion générale à en tirer est qu’un contrat bien établi ne devrait être que rarement renégocié, et ce de façon très espacée.
