    Fishing for Development

    This publication highlights the main conclusions of the Fishing for Development joint meeting, held in Paris in April 2014. The meeting was organized by the Food and Agriculture Organization of the United Nations (FAO), the Organisation for Economic Co-operation and Development (OECD) and the World Bank (WB) to initiate a dialogue between the fisheries and development policy communities from member and partner countries and organizations of the OECD. It brought together delegates to the OECD Fisheries Committee and OECD Development Assistance Committee, representatives of partner developing countries invited by FAO, as well as experts and representatives from FAO, WB, non-governmental organizations and regional organizations. The meeting focused on issues central to promoting sustainable fisheries and aquaculture in developing, emerging and developed countries alike.This publication also includes the background papers originally prepared to provide context for the issues addressed. It identifies questions for a future work agenda on policy coherence in fisheries and aquaculture, and makes evident the strong need for further dialogue between the fisheries and development communities at global and regional scales.

    Universal Basic Skills - What Countries Stand to Gain

    While access to schooling has expanded around the world, many countries have not realised the hoped-for improvements in economic and social well-being. Access to education by itself is an incomplete goal for development; many students leave the education system without basic proficiency in literacy and numeracy. As the world coalesces around new sustainable development targets towards 2030, the focus in education is shifting towards access and quality. Using projections based on data from the OECD Programme for International Student Assessment (PISA) and other international student assessments, this report offers a glimpse of the stunning economic and social benefits that all countries, regardless of their national wealth, stand to gain if they ensure that every child not only has access to education but, through that education, acquires at least the baseline level of skills needed to participate fully in society.

    L'égalité des sexes dans l'éducation - Aptitudes, comportement et confiance

    De nombreux pays sont parvenus à combler les écarts entre les sexes en termes de résultats d’apprentissage. Pourtant, même lorsque filles et garçons font jeu égal en mathématiques et en sciences, leurs attitudes à l’égard de l’apprentissage et les attentes qu’ils nourrissent pour leur avenir diffèrent fortement – avec l’incidence considérable que ces éléments peuvent avoir sur leur décision de poursuivre ou nous leurs études et sur leurs choix de carrière.L’égalité des sexes dans l’éducation : Aptitudes, comportement et confiance essaie de comprendre les raisons pour lesquelles, à l’âge de 15 ans, les garçons sont en moyenne plus susceptibles que les filles d’être peu performants dans toutes les matières, et les filles très performantes, de réussir moins bien en mathématiques, en sciences et en résolution de problèmes que les garçons très performants. Comme l’indiquent clairement les données du rapport, les différences de performance scolaire entre les sexes trouvent leur origine dans les attitudes des élèves à l’égard de l’apprentissage et leur comportement à l’école, dans la façon dont ils choisissent d’utiliser leur temps libre, et dans la confiance qu’ils ont – ou non – dans leurs propres capacités en tant qu’apprenants.

    Issues in Agricultural Trade Policy - Proceedings of the 2014 OECD Global Forum on Agriculture

    This book brings together a collection of papers prepared for the Global Forum on Agriculture that took place at the OECD in December 2014. It reviews current knowledge about agricultural policy and agricultural trade policy settings, and questions its pertinence in light of the profound market and structural changes that have been taking place in the global agro-food sector in recent decades. It aims to inform and assist policy-makers and negotiators as they seek to overcome the problems that have made the agricultural pillar of the Doha Agenda trade negotiations particularly difficult. The data and analysis presented cover OECD countries and major G20 and emerging economies that account for the great bulk of global food production, consumption and trade.

    Innovation Policy in Panama - Design, Implementation and Evaluation

    This report reviews the experience of Panama in designing, implementing and evaluating innovation policy. It provides a comparative analysis of Panama’s innovation performance and reviews the design and implementation of the national innovation policy focusing on the National Plan (2010-2014). The review of the institutional setting, the policy mix and budget for innovation policy includes a comparison with the experience of two peer countries, the Dominican Republic and Uruguay.

    OECD Review of Agricultural Policies: Colombia 2015

    This review assesses the performance of Colombian agriculture over the last two decades, evaluates Colombian agricultural policy reforms and provides recommendations to address key challenges in the future. The evaluation is based on the approach that agriculture policy should be evidence-based and carefully designed and implemented to support productivity, competitiveness and sustainability, while avoiding unnecessary distortions to production decisions and to trade. The report includes a special chapter focusing on agricultural innovation.

    Safety Assessment of Foods and Feeds Derived from Transgenic Crops, Volume 2

    Volume II of this series compiles the science-based consensus documents of the OECD Task Force for the Safety of Novel Foods and Feeds from 2009 to 2014. They contain information for use during the regulatory assessment of food/feed products of modern biotechnology, i.e. developed from transgenic crops. Relevant information includes compositional considerations (nutrients, anti-nutrients, toxicants, allergens), use of the plant species as food/feed, key products and components suggested for analysis of new varieties for food use and for feed use, and other elements. These documents should be of value to applicants for commercial uses of novel foods and feeds, regulators and risk assessors in national authorities for their comparative approach, as well as the wider scientific community.

    State-Owned Enterprises in the Development Process

    This publication is a first response of the OECD to the issue of what role is, or can be, assigned to SOEs as part of national development strategies. The first part of the publication overviews the experiences of five countries (Brazil, China, India, Singapore and South Africa) with using SOEs, and other government-controlled entities as agents of their development strategies. The second part reviews the growing internationalisation of SOEs through foreign trade and investment. These show implications that the usefulness of SOEs in promoting economic development hinges on a number of factors, not least the level of economic development at the beginning of the process. Indeed, if the government’s ambition is to follow a development path already trod by numerous comparable nations it is relatively easy to hammer out a strategy and provide the SOEs with company-specific objectives toward the fulfilment of the strategy. However, experience also shows that some crucial conditions generally need to be met for such SOE-based strategies to be successful, taking into account the capacity of national bureaucracies and avoiding possible adverse impacts on international trade and investment.
