    OECD Reviews of Health Care Quality: Japan 2015 - Raising Standards

    This report reviews the quality of health care in Japan, and seeks to highlight best practices, and provides a series of targeted assessments and recommendations for further improvements to quality of care. One of Japan’s foremost policy challenges is to create an economically-active ageing society. Excellent health care will be central to achieving this. A striking feature of the Japanese health system is its openness and flexibility. In general, clinics and hospitals can provide whatever services they consider appropriate, clinicians can credential themselves in any speciality and patients can access any clinician without referral. These arrangements have the advantage of accessibility and responsiveness. Such light-touch governance and abundant flexibility, however, may not best meet the health care needs of a super-ageing society. Japan needs to shift to a more structured health system, separating out more clearly different health care functions (primary care, acute care and long-term care, for example) to ensure that peoples’ needs can be met by the most appropriate service, in a coordinated manner if needed. As this differentiation occurs, the infrastructure to monitor and improve the quality of care must simultaneously deepen and become embedded at every level of governance –institutionally, regionally and nationally.

    Revenue Statistics in Asian Countries 2015 - Trends in Indonesia, Malaysia and the Philippines

    Revenue Statistics in Asian Countries is jointly undertaken by the OECD Centre for Tax Policy and Administration and the OECD Development Centre. It compiles comparable tax revenue statistics for Indonesia, Malaysia, the Philippines, Korea and Japan. The model is the OECD Revenue Statistics database which is a fundamental reference, backed by a well-established methodology, for OECD member countries. Extending the OECD methodology to Asian countries enables comparisons about tax levels and tax structures on a consistent basis, both among Asian economies and between OECD and Asian economies. A special feature in this edition provides country profiles on recent tax administration and related reforms in Indonesia, Malaysia and the Philippines.

    Retrouver du travail : Canada - Améliorer les perspectives de retour à l'emploi des travailleurs licenciés économiques

    Les licenciements économiques (pertes involontaires d'emploi résultant d’une fermeture d'entreprise ou d’une réduction d’effectifs) affectent de nombreux travailleurs au cours de leur vie active. Les travailleurs licenciés peuvent faire face à de longues périodes de chômage et, même lorsqu’ils retrouvent un nouvel emploi, ont tendance à être moins bien rémunérés que dans leur emploi précédent. L’un des objectifs clés de la politique du marché du travail devrait être de les aider à retrouver rapidement un emploi de qualité. Ce rapport examine la manière dont ce défi est relevé au Canada. Alors que le gouvernement canadien recourt à plusieurs mesures visant à limiter les licenciements non justifiés, l'accent est mis sur l’accompagnement des travailleurs après la perte de leur emploi à travers le système de l’Assurance-emploi et les principaux programmes du marché du travail mis en œuvre par les provinces. Une aide au retour à l'emploi répondant aux besoins spécifiques des travailleurs licenciés joue également un rôle utile, mais elle doit être renforcée de manière à entamer le processus d'ajustement plus tôt pour les travailleurs recevant un préavis de licenciement ou bénéficiant d’une importante indemnité de licenciement, et ceux concernés par des licenciements à petite échelle. Les programmes ciblés pour les travailleurs licenciés âgés ayant une longue ancienneté qui sont les plus durement touchés par les licenciements économiques doivent encore atteindre une large part de ce groupe.

    Ce rapport étudie les principaux liens entre changement climatique, eau et agriculture afin d'identifier et d'examiner les stratégies d'adaptation pour une meilleure utilisation et une meilleure conservation des ressources en eau.  Il  a pour objectif de fournir des conseils aux décideurs sur le choix d’une combinaison appropriée de politiques et d'approches par le marché permettant de prendre en compte l'interaction entre l'agriculture et les systèmes hydrologiques dans le contexte du changement climatique.

    Green Growth in Bangkok, Thailand

    This publication is the first case study of the Urban Green Growth in Dynamic Asia project. The project explores how to promote green growth in fast-growing cities in Asia by examining policies and governance practices that encourage greening and competitiveness in a rapidly expanding economy. It is part of the OECD Green Growth Studies series, which will culminate in a synthesis report on Urban Green Growth in Dynamic Asia.This report analyses the economic and environmental performance and green growth policy practices of Thailand’s Bangkok Metropolitan Region (BMR). As a dynamic and emerging market economy, Thailand has recorded strong growth over recent decades and is expected to continue to do so, but this growth has come at a high environmental cost. The challenge is therefore to improve environmental outcomes while supporting continued growth in output and living standards. Thailand's government and BMA have taken steps to encourage green growth in the BMR, but much untapped potential remains, particularly in the following areas: land use and transport, renewable energy and energy efficiency in buildings, and water resources and solid waste management. Resilience to floods is also an urgent cross-cutting issue that requires further attention.

    Les indicateurs de l'intégration des immigrés 2015 - Trouver ses marques

    Cette publication réalisée conjointement par l’OCDE et la Commission européenne présente la première grande comparaison internationale sur les résultats des immigrés et de leurs enfants entre tous les pays de l’UE et de l’OCDE, au travers de 27 indicateurs d'intégration organisés autour de cinq grands thèmes: emploi, éducation et compétences, inclusion sociale, citoyenneté active et cohésion sociale (chapitres 5 à 12). Trois chapitres contextuels présentent les caractéristiques démographiques, celles spécifiques à la population immigrée ainsi que la composition des ménages immigrés (chapitre 2 à 4). Deux chapitres spéciaux sont dédiés à des groupes spécifiques. Les jeunes issus de l’immigration, dont les résultats sont souvent pris comme référence pour évaluer le succès ou l’échec de l’intégration, constituent le premier groupe. Le second groupe est formé par les ressortissants de pays tiers dans l’Union européenne, et constitue un groupe cible des politiques d’intégration de l’Union européenne.

    Nuclear New Build - Insights into Financing and Project Management

    Nuclear new build has been progressing steadily since the year 2000, with the construction of 94 new reactors initiated and 56 completed reactors connected to the grid. Among these new reactors are some of the first generation III/III+ reactors of their kind. Drawing on a combination of conceptual analysis, expert opinion and seven in-depth case studies, this report provides policy makers and stakeholders with an overview of the principal challenges facing nuclear new build today, as well as ways to address and overcome them.It focuses on the most important challenges of building a new nuclear power plant, namely assembling the conditions necessary to successfully finance and manage highly complex construction processes and their supply chains. Different projects have chosen different paths, but they nonetheless share a number of features. Financing capital-intensive nuclear new build projects requires, for example, the long-term stabilisation of electricity prices whether through tariffs, power purchase agreements or contracts for difference. In construction, the global convergence of engineering codes and quality standards would also promote both competition and public confidence. In addition, change management, early supply chain planning and 'soft issues' such as leadership, team building and trust have emerged over and again as key factors in the new build construction process. This report looks at ongoing trends in these areas and possible ways forward.

    Energy Statistics of Non-OECD Countries 2015

    This volume contains data for 2012 and 2013 on energy supply and consumption in original units for coal, oil, natural gas, electricity, heat, renewables and waste for over 100 non-OECD countries. Historical tables summarise data on production, trade, final consumption by sector and oil demand by product. These tables also include initial estimates for 2014 production (and trade when available) for natural gas, primary coal and oil. The book also includes definitions of products and flows and explanatory notes on the individual country data and sources.

    In the 2015 edition of Energy Balances of Non-OECD Countries, the sister volume of this publication, data are presented as comprehensive energy balances expressed in thousand tonnes of oil equivalent.
